The Future of Hanoi’s Transport: 11 Projects to Watch

The Hanoi Department of Transport is taking decisive steps to enhance the city's connectivity and alleviate traffic congestion. They have recently proposed to the Hanoi authorities a plan to invest in 11 critical transportation projects, presenting a progress report on the preparation of their pre-feasibility studies.

Hanoi is set to invest in 11 key transportation projects, with 10 of them being funded by public investment and one through a public-private partnership (PPP). According to the Hanoi Department of Transport, the 10 public investment projects include:

  • Ngoc Hoi Bridge and its connecting roads on the Ring Road 3.5
  • Upgrading and expanding the elevated and ground-level sections of Ring Road 2 from Nga Tu So to Cau Giay
  • Improving National Highway 21 from Son Tay to Hoa Lac and Xuan Mai
  • Constructing an underground tunnel connecting Hoang Quoc Viet Street with Pham Van Dong Street and Tran Vi Street
  • Building an underground tunnel at the intersection of West Thang Long Road and Ring Road 3
  • Another underground tunnel at the Me Tri – Duong Dinh Nghe – Ring Road 3 intersection
  • A flyover at the intersection of Le Trong Tan Street and National Highway 6
  • Extending the West Thang Long Road from Provincial Road 417 to the North-South Economic Corridor in Dan Phuong and Phuc Tho districts
  • Connecting the Cat Linh – Ha Dong urban railway line with the Nhon – Hanoi Railway Station project
  • Upgrading National Highway 21B from Provincial Road 424 to the end of Ung Hoa district

Traffic congestion at Nga Tu So intersection due to high vehicle volume

The PPP project involves constructing a road connecting Tran Hung Dao Bridge with Nguyen Van Linh Street.

In terms of progress, the Hanoi Department of Transport has selected consulting units to prepare investment proposal documents and pre-feasibility study reports for all 10 public investment projects. Four of these projects have been submitted to the Hanoi People’s Committee and the Department of Planning and Investment for approval. The remaining six projects are expected to be submitted for approval in May 2024.

Addressing Traffic Congestion

Regarding the technical approach for the construction and improvement of the Ring Road 3 and Hoang Quoc Viet Street intersection, a representative from the Hanoi Department of Transport shared that the consulting unit has proposed constructing underground tunnels to extend Hoang Quoc Viet Street and Xuan Dinh – Nguyen Hoang Ton Street. Upon completion, vehicles traveling from Cau Giay to Bac Tu Liem and western districts will use the tunnels, reducing intersections and conflicts with Ring Road 3.

For the project to build an underground tunnel connecting Hoang Quoc Viet Street with Pham Van Dong Street and Tran Vi Street, the design consultant firm shared that the tunnel will be constructed in the direction from Hoang Quoc Viet Street to Tran Vi Street in Bac Tu Liem district. The project includes a 4-lane tunnel crossing Pham Van Dong Street and access roads to extend Hoang Quoc Viet Street. The total investment for this project is estimated at VND 850 billion.

The design consultant also stated that in addition to alleviating traffic congestion at the Hoang Quoc Viet intersection, the project aims to gradually complete the Ho Tay – Ba Vi radial road as outlined in the future master plan.

For the project to upgrade and expand the elevated and ground-level sections of Ring Road 2 from Nga Tu So to Cau Giay, the consulting unit has proposed a road width of 53.5 meters and a length of 3.44 kilometers (double the current width of 21 meters). The total investment for this project is tentatively estimated at over VND 10 trillion.

The Hanoi Department of Transport emphasized the necessity of investing in the Ring Road 2 improvement project, as the Nga Tu So intersection urgently needs traffic decongestion due to the high volume of vehicles. Additionally, the project will create synergy and enhance the efficiency of the already-completed Ring Road 2 elevated section from Vinh Tuy to Nga Tu So.

Furthermore, despite the relatively short length of 3.4 kilometers, the Nga Tu So – Cau Giay (Duong Lang) road currently has over 10 intersections, seven of which frequently experience congestion during peak hours. Therefore, the timely implementation and completion of this project will help reduce traffic volume on this road (by diverting some traffic to the elevated section and expanding the road width) and eliminate the existing congestion points.
