On February 14, the People’s Committee of Da Nang City approved the auction plan for the land plot with the code A1 belonging to the Bach Dang Dong End Resettlement Area project in Nai Hien Dong ward, Son Tra district, with a starting price of over 40 million VND per square meter.
According to the plan, the A1 plot has an area of over 1.1 hectares and is designated for commercial and service purposes, including the construction of a commercial center, offices, a luxury hotel, tourist apartments, and other tourism service functions.
![]() The auction land plot is located next to the Han River, with Bui Duong Lich Street to the north, Ho Han Thuong Street to the west, plot A2 to the east, and Le Van Duyet Street to the south.

The land has been cleared, and technical infrastructure has been completed. In terms of construction specifications, the maximum height allowed is 31 floors, or 121 meters.
The total expected investment is over 3,716 billion VND. The investment capital will come from the winning bidder and is expected to be completed within 36 months from the date of the city’s decision to lease the land. The state will lease the land in the form of a one-time payment for the entire lease period. The land use term is 50 years.
The auction is expected to take place in the third quarter of 2025 online, with a starting price of approximately 40.7 million VND per square meter. Participants must submit a deposit equal to 20% of the total value of the land plot, calculated based on the starting price.
On February 12, the People’s Committee of Da Nang City issued a document adjusting Decision 2492/QD-UBND dated November 6, 2024, on approving the auction plan for the public land and urban services in the sports, entertainment, and commercial complex project in Hoa Xuan ward, Cam Le district.
Specifically, the city updated the legal provisions on auctions that took effect at the beginning of 2025 and supplemented the Law on Asset Auction dated June 27, 2024.
At the same time, it adjusted the auction boundary of the public land and urban services in the sports, entertainment, and commercial complex project in Hoa Xuan ward, excluding the planned road with a cross-section of 05m-10.5m-05m adjacent to the south of the public land and urban services area from the land use boundary for the auction.
According to the plan, the land plot has an area of nearly 12.9 hectares, with the north and east sides bordering the functional areas (institutional land and urban green space) of the Hoa Xuan Sports Complex, the south bordering the planned road (with a cross-section of 05m-10.5m-05m), and the west bordering Tran Nam Trung Street. Of this, over 10.1 hectares are allocated for public and urban services, and the remaining 2.7 hectares are for two roads.
The People’s Committee of Da Nang City stated that the land plot is included in the 2024 land use plan of Cam Le district, and the site clearance has been completed. The two planned roads around the land plot have not yet been constructed with technical infrastructure and have a lower ground level than Tran Nam Trung Street by about 1-1.5 meters.
According to Decision 179 dated February 2, 2023, of the People’s Committee of Da Nang City, on approving the 1/500 detailed planning project for the sports, entertainment, and commercial complex project in Hoa Xuan ward, the project is expected to be built with 7 floors and 1 basement, not exceeding a static height of 70 meters.
The total expected investment is 3,468 billion VND (a decrease of nearly 2% compared to the decision of November 6, 2024, equivalent to 63 billion VND). Of this, the construction cost is over 2,736 billion VND, equipment cost is nearly 309 billion VND, and contingency cost is over 315 billion VND, with the remaining being other costs.
The investment capital will come from the winning bidder, and the project is expected to be completed within 36 months from the date of the city’s decision to lease the land. The state will lease the land for commercial and service purposes, an area of over 10.1 hectares, in the form of a one-time payment for the entire lease period. The land use term is 50 years.
The winning bidder is responsible for investing in the construction and infrastructure connection of the two planned roads adjacent to the east and north sides, handing them over to the state for operation.
The auction is expected to take place in April 2025 (the specific time will be announced in the auction notice) online, with a starting price of over 7.9 million VND per square meter.
In terms of financial capacity, the investor must have equity capital of no less than 20% of the total investment capital of the project (equivalent to about 700 billion VND).
The People’s Committee of Da Nang City assigned the Department of Natural Resources and Environment to direct the City Land Development Center to implement the next steps in organizing the land auction for the above two land plots in accordance with regulations.
