The Tu Lien Bridge project is a significant endeavor that has received special attention from the Party and Government leaders. According to the directions given by General Secretary To Lam during his meeting with the Hanoi Party Committee Standing Board on November 27, 2025, and Resolution No. 77/NQ-CP of the Government’s regular meeting in March 2025, as well as the Government’s teleconference with localities, the project needs to be implemented soon.

The project comprises four components: the Tu Lien Bridge construction and the roads leading to both ends of the bridge. The total investment is estimated at VND 19,830 billion. Among these components, the three components related to land clearance have a total investment of approximately VND 4,332 billion, with a total land area of about 62.53 hectares, affecting around 701 households.

The Tu Lien Bridge construction and the roads leading to both ends of the bridge are managed by the Hanoi City Transport Infrastructure Investment and Development Project Management Board, with a total investment of about VND 15,498 billion. The contractor is a joint venture between the Pacific Construction Group (China), VinGroup, and several other partners.

The road leading to the bridge on the Nghi Tam side is 48 meters wide, while the road on the Dong Anh side is 60 meters wide. The Tu Lien Bridge is designed as a cable-stayed bridge with a width of 43 meters, featuring a steel truss main span of 500 meters and a tower height of 185 meters. It also includes cantilever and steel bridges, along with two intersections at Nghi Tam and Truong Sa roads, tunnels, and technical infrastructure such as lighting, architectural lighting, and greenery…

Up to this point, the project implementation has been effective, ensuring the commencement of construction along the entire route. It is expected to be completed by 2027.

The Tu Lien Bridge is one of the 18 road bridges across the Red River in the “Planning for the Development of Hanoi Capital’s Transport Infrastructure until 2030, with a vision towards 2050.” Its objective is to connect transportation and socio-economic infrastructure on both sides of the Red River in the capital, contributing to the goal of achieving a growth rate of over 8% in 2025 and setting a double-digit growth trajectory for the following years, specifically for Hanoi and the country as a whole.

This is the first bridge across the Red River to be inaugurated in 2025, paving the way for the construction of six other major bridges: Tran Hung Dao, Thuong Cat, Ngoc Hoi (Ring Road 3.5), Hong Ha, Me So (Ring Road 4), and Van Phuc…

Completing this bridge will facilitate connections between the Hanoi city center and the northern and northeastern areas across the Red River, as well as Thai Nguyen province. It will also provide access to the National Exhibition Center and the road from Gia Binh Airport to the city center, contributing to the socio-economic development of Hanoi and the Capital Region.

With its design featuring a two-plane cable-stayed structure, a large main span length, and tower height, along with crossed cables on one plane, the Tu Lien Bridge will become an architectural landmark. Upon its completion in 2027, it will be one of Hanoi’s iconic bridges.

According to Hanoi Chairman Tran Sy Thanh, following the directions of the Party and State leaders, Hanoi has been vigorously implementing synchronous tasks with innovative and flexible solutions. These include issuing a plan for project implementation with specific timelines, organizing weekly review meetings, establishing a “green lane” mechanism to process documents within 24 hours of receipt, and deciding on the selection of contractors in exceptional cases for consulting packages exceeding the bidding limit (applying Decree No. 17/2025/ND-CP dated February 6, 2025, of the Government)…

Thanks to these efforts, just five months after receiving directions from the Party and State leaders, the project has completed all necessary preparations and met the conditions for commencement. In comparison, similar projects in the past took several years to reach this stage.

Speaking at the event, Prime Minister Pham Minh Chinh expressed his delight at attending the groundbreaking ceremony in the midst of the country’s exciting emulation movement to celebrate and commemorate the 135th birthday of the great President Ho Chi Minh (May 19, 1890 – May 19, 2025). This event also coincides with the preparations for the 80th anniversary of the August Revolution and National Day (September 2) and follows a series of inaugurations and groundbreakings for key national projects and major works to mark the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 – April 30, 2025).

This event also affirms Hanoi’s dynamic development, which is both rapid and sustainable, and reinforces its role as the country’s economic locomotive. However, during its growth process, Hanoi has faced several challenges, among which the two most pressing issues are traffic infrastructure and environmental pollution. These issues require appropriate and feasible steps, focusing on key areas to allocate resources effectively.

The Prime Minister emphasized that the Tu Lien Bridge project will contribute to solving Hanoi’s traffic problems and connecting different areas within the city, as well as facilitating regional and international connections through Noi Bai and Gia Binh airports.

Additionally, it will boost Hanoi’s economic growth to reach the targeted 8% this year, create new development space, increase land value, and promote economic development, especially in the fields of services, tourism, culture, and entertainment in the area north of the Red River…

The Prime Minister highly appreciated the efforts of Hanoi and related agencies, acknowledging their dedication to completing a substantial amount of work as committed. This included approving investment policies, preparing investments, designing, selecting contractors, and clearing land.

Believing that Hanoi will gain more experience and fulfill its responsibilities in implementing large-scale transport infrastructure projects in the future, the Prime Minister requested that the city’s authorities continue to promote a proactive, creative, and positive spirit in project execution. He also called for the mobilization of the entire political system to promptly complete land clearance for the project, paying attention to the well-being of the people and ensuring that their new residences are better than their previous ones.

The Prime Minister requested that the Project Management Board demonstrate the highest sense of responsibility and that the contractors strive to reduce the construction time to 24 months while ensuring quality, avoiding cost overruns, and maintaining technical and artistic standards. He also emphasized the importance of safety, hygiene, and environmental protection, along with the prevention of negativity, corruption, and waste, through the application of advanced technology and machinery.

The Prime Minister particularly hoped that the bridge would become an architectural highlight, creating a beautiful landscape that befits Hanoi’s stature as a city of a thousand years of culture and heroism, a city of conscience and human dignity, and a city for peace.

He requested that the contractors cooperate closely, increase the use of local labor and materials, and enhance technology transfer. He also asked consulting units to fulfill their responsibilities and closely monitor the project’s progress. Furthermore, he instructed central ministries, sectors, and agencies to work with Hanoi to promptly handle any arising issues. If any difficulties or obstacles are encountered, they should be reported promptly to the Prime Minister.

The Prime Minister expressed his sincere gratitude to the people in the affected areas who were willing to give up their land and relocate their homes to make way for this important project. He called for their continued support for the project, emphasizing the harmony of interests between the State, the people, and businesses. This spirit of unity should also extend to the implementation of other works, contributing to the collective strength in building a rich, civilized, and prosperous capital and country, ensuring a warm and happy life for the people.
