In recent developments, The Lam Dong Provincial Traffic Project Management Board, professional departments of Duc Trong District, the District’s Investment Project Management Board for Construction and Public Works coordinated with the People’s Committee of Ninh Gia Commune to organize a conference to announce the investment policy for the Bao Loc – Lien Khuong Expressway project, passing through Ninh Gia Commune.
Accordingly, the leaders of Ninh Gia Commune and the villages within its jurisdiction, along with organizations, households, and individuals whose land is affected by the project, were provided with clear and transparent information about the project. This forms the basis for the District’s Investment Project Management Board for Construction and Public Works to submit to the District People’s Committee and the Department of Agriculture and Environment for land retrieval notices to be issued to affected households and individuals.
At the conference, the delegates were informed about important decisions made by the Lam Dong Provincial People’s Committee related to the project, specifically: Decision No. 669/QD-UBND dated March 31, 2025, on approving the investment project to build the Bao Loc – Lien Khuong expressway in the form of a public-private partnership (phase 1); Decision No. 1025/QD-UBND dated May 15, 2025, on approving the design dossier for staking out the site clearance and route boundary; Decision No. 42/QD-UBND dated November 7, 2024, and Decision No. 15/2025/QD-UBND dated March 19, 2025, on prescribing compensation rates for crop damage when the State retrieves land in Lam Dong province.

Additionally, a preliminary list of affected organizations and individuals, along with the areas of impact, was publicized. All relevant organizations, individuals, and households are requested to show their support and compliance with the Party’s guidelines and the State’s laws regarding land compensation and site clearance. This cooperation will facilitate the smooth implementation of the project.
Furthermore, at the conference, the Duc Trong District Investment Project Management Board for Construction and Public Works also announced a preliminary overview of the State’s regulations on compensation, support, and resettlement policies in cases of land retrieval. They also presented the anticipated content of the compensation, support, and resettlement plan, as well as the potential resettlement areas for those who qualify for resettlement. The conference communicated the Provincial People’s Committee’s decisions on compensation rates for crop damage during land retrieval and the State’s land price framework.
During the conference, most of the organizations, individuals, and households with land within the scope of the Bao Loc – Lien Khuong expressway project expressed their support and agreement with the early implementation of the project.
Earlier, in late March 2025, the Chairman of Lam Dong Province approved the investment project for the construction of the 73.6 km long Bao Loc – Lien Khuong expressway, with a scale of four lanes and a total investment of over VND 17,710 billion.
The project starts in Loc Phat Ward, Bao Loc City, Lam Dong Province, connecting with the Tan Phu – Bao Loc expressway, and ends at the Lien Khuong – Prenn expressway in Hiep Thanh Commune, Duc Trong District.
Phase 1 of the project involves the construction of four restricted lanes, an 18-meter-wide roadbed, and an operating speed of 80 km/h, with an emergency stopping area every 4-5 kilometers. Phase 2 will comprise four complete lanes, a design speed of 100 km/h, a 24.7-meter-wide roadbed, and two emergency lanes.
This project was proposed and had its feasibility study prepared by a consortium of T&T Group Joint Stock Company, Phuong Trang Investment Joint Stock Company, FUTA GROUP, and Phuong Thanh Traffic Infrastructure Investment and Construction Joint Stock Company. The Lam Dong Provincial People’s Committee will select the investor through an open bidding process, with construction expected to commence by the end of the year and project completion anticipated in 2027.
The Bao Loc – Lien Khuong expressway is a segment of the Dau Giay – Lien Khuong expressway as per the master plan approved by the Government. It will reduce travel time between the Central Highlands and the Southern Key Economic Region. This route will enhance cargo transportation capacity, alleviate congestion and accidents on the overloaded National Highway 20, and boost socio-economic development and tourism in the Central Highlands region.
