Following the agreement on orientation, principles of personnel arrangement and organization, the Standing Committees of the Provincial Party Committees of Bac Giang and Bac Ninh have agreed on a proposed plan for the personnel of the Executive Boards, Standing Committees, Inspection Committees, and the assignment of Standing Committee members and Committee members to leadership positions within the Party, People’s Councils, People’s Committees, and other agencies in the newly merged/consolidated province of Bac Ninh.
The Party Committees of the Party Agencies, People’s Committee, Military, and Public Security of Bac Giang province have collaborated with the affiliated Party Committees of Bac Ninh province to develop personnel proposals for the Party Congress term 2025-2030 as per the plan and guidelines.
Regarding the communes and wards in Bac Giang province, the Standing Committee of the Provincial Party Committee directed the subordinate Provincial Party Committees to develop and implement a personnel plan for the 2025-2030 term, in conjunction with the preparation of personnel for the People’s Councils and People’s Committees for the 2026-2031 term.

The Standing Committees of the ten district-level Party Committees have conducted a review and assessment of the current situation and the cadre of officials in their respective localities (including ten districts, towns, and cities, as well as 192 communes, wards, and towns), forming the basis for the Party Committees to propose personnel plans for the Party Executive Boards, Standing Committees, and Inspection Committees, and to orient the assignment of Standing Committee members and Committee members to leadership positions within the Party, government, and other units at the district level.
According to the review conducted by Bac Giang province, there are a total of 756 officials and civil servants at the district level and 4,217 at the commune level. A total of 257 officials and civil servants have registered to retire under Government Decree No. 178 (from January 1, 2025, to April 30, 2025).
Currently, there are 325 members of the Party Executive Boards at the district level, of whom 291 are eligible for reelection for the 2025-2030 term. The composition includes 29 young officials (10%), 41 female officials (14.1%), and 22 ethnic minority officials (7.6%).

There are currently 95 members of the Standing Committees at the district level, 81 of whom are eligible for reelection for the 2025-2030 term. This includes four young officials (5%), nine female officials (11.1%), and six ethnic minority officials (7.4%).
There are currently 63 key officials at the district level, 54 of whom are eligible for reelection for the 2025-2030 term of the Party Executive Boards, People’s Councils, and People’s Committees.
Currently, there are 2,566 members of the Party Executive Boards at the commune level, 2,308 of whom are eligible for reelection for the 2025-2030 term. There are 793 members of the Standing Committees at the commune level, 698 of whom are eligible for reelection.
As per the plan, the district-level Party Committees have implemented the necessary procedures, and so far, 58 out of 58 personnel plans for the commune-level Party Committees have been completed based on the guidance provided by the assigned members of the Provincial Party Standing Committee. These plans have been sent to the Organization Committee of the Provincial Party Committee for synthesis and reporting to the Bac Giang Provincial Party Standing Committee for consideration and decision.
