In an interview with Tien Phong , Deputy Minister of Home Affairs, Nguyen Van Hoi, revealed that immediate actions were taken following the incident involving labor export-related violations. The Ministry convened a meeting with the Overseas Labor Management Department and relevant units to strictly rectify the situation. Specifically, eliminating red tape, enhancing service quality for citizens and enterprises, and expanding the market while ensuring the best provisions for laborers. Decentralization and delegation of power to the provincial authorities were also emphasized.
“We are reforming procedures and simplifying processes to create a more conducive environment for businesses,” said Deputy Minister Nguyen Van Hoi. He added that they are also revising mechanisms and policies while emphasizing the importance of integrity and ethical service.

Deputy Minister Nguyen Van Hoi also stressed the need for civil servants and party members to uphold their moral integrity and sense of responsibility in performing their duties. He emphasized the importance of efficiency, effectiveness, and accuracy in their work and ensuring adherence to the directions of the Politburo and the Central Committee regarding the development of a competent, efficient, and effective public administration. Additionally, administrative procedure reform should be expedited to provide maximum support to businesses and laborers while ensuring compliance with regulations.
It is worth noting that Deputy Minister Nguyen Van Hoi has recently been assigned to oversee the management of overseas labor, replacing Deputy Minister Nguyen Ba Hoan, who was arrested and detained by the investigative police. Deputy Minister Nguyen Van Hoi will directly monitor and guide the Overseas Labor Management Department and the Overseas Labor Center.
As previously reported by Tien Phong , the Ministry of Public Security is expanding its investigation into a case of “Violation of accounting regulations, causing serious consequences” at Hoang Long Investment, Construction, and Human Resource Supply Joint Stock Company (Hoang Long Company) and related units.
The investigation by the Police Department for Corruption, Economy, and Smuggling (C03) of the Ministry of Public Security revealed that Mr. Nguyen Ba Hoan, former Deputy Minister of Labor, Invalids, and Social Affairs (MOLISA, now the Ministry of Home Affairs), had instructed the Overseas Labor Management Department to issue “permits” (beyond legal requirements) for labor export contracts. This created obstacles and difficulties for enterprises, forcing them to meet and bribe leaders of the MOLISA and the Overseas Labor Management Department.
The bribe money came from enterprises abusing their permission to organize labor exports, imposing excessive service fees on laborers, and appropriating their money.
The Ministry of Public Security issued a supplementary decision to initiate a criminal case for “Taking Bribes” and prosecute the following individuals: Mr. Nguyen Ba Hoan, former Deputy Minister of MOLISA; Mr. Tong Hai Nam, former Director; Mr. Nguyen Gia Liem, former Deputy Director; and Mr. Pham Viet Huong, former Deputy Director of the Overseas Labor Management Department, for “Taking Bribes,” as stipulated in Article 354 of the Penal Code. Mr. Pham Viet Huong is prohibited from leaving his place of residence, while the other three suspects are temporarily detained.
