On June 14, 2025, in Ho Chi Minh City, the Department of E-Commerce and Digital Economy (Ministry of Industry and Trade) launched the Digital Transformation Program for traditional market vendors. The event was held as part of the Cashless Day 2025 program.

STARTING WITH DIGITAL PAYMENTS

The Digital Transformation Program for traditional market vendors will be implemented nationwide, focusing on key activities such as: Training digital technology and e-commerce application skills for market vendors; providing advanced, convenient, and easy-to-use digital solutions with cost support; organizing digital transformation markets to demonstrate new technology solutions and provide direct guidance to vendors; building a community of digitally transformed traditional market vendors towards sharing experiences and addressing vendors’ concerns during the digital transformation process.

At the event, the Ministry of Industry and Trade introduced the Digital Transformation Handbook for traditional market vendors at https://sotay.tieuthuongvietnam.vn. This handbook will be a handy guide for vendors in their digital journey.

The program is expected to help vendors improve their business capabilities and keep up with the national digital economy’s “flow” of digital transformation.

Speaking at the program, Ms. Le Hoang Oanh, Director of the Department of E-Commerce and Digital Economy, affirmed that digital payments are essential for promoting the development of e-commerce and the digital economy in Vietnam.

In the context of the rapidly growing digital economy, digital payment methods not only enhance transaction efficiency but also provide a foundation for market expansion and connect vendors with a vast customer base.

Earlier, on June 3, 2025, the Minister of Industry and Trade signed Decision 1568/QD-BCT approving the National E-Commerce Development Master Plan for the period 2026 – 2030, setting the goal of “By 2030, achieving 80% cashless payments in e-commerce.”

To achieve this goal, in addition to improving the legal framework and policies, developing core technology infrastructure, and ensuring security and safety, Ms. Oanh emphasized the need to focus on developing cashless payment solutions, enhancing connectivity, and integrating the infrastructure of cashless payment service providers and intermediaries with that of payment acceptors.

Moreover, it is crucial to continue promoting mobile payment features such as QR Code, tokenization, mobile payments, contactless payments, e-wallets, and similar payment methods in e-commerce transactions.

Ms. Oanh mentioned that one of the specific and practical solutions that the Ministry of Industry and Trade will promote is the application of digital payments in the traditional market vendors’ digital transformation program. This solution will contribute to balancing the development of e-commerce and the digital economy between localities and big cities.

Launching the Digital Transformation Program for Traditional Market Vendors

Traditional markets and vendors are the lifeblood of the local economy, offering a diverse range of fresh produce, specialties, and essential consumer goods. Adopting digital payments will not only provide convenience and cost reduction for vendors but also serve as an important stepping stone for their participation in e-commerce.

This market will open up a new sales channel, expanding beyond the physical boundaries of traditional markets and stores, enabling vendors to modernize their operations, cater to new consumption trends, and enhance their competitiveness.

Through this activity, the awareness and skills of the population and sellers regarding digital payments will also be enhanced, contributing to the promotion of cashless payments.

SUPPORTING ENHANCED MANAGEMENT CAPABILITIES AND TECHNOLOGY ADOPTION

In her directive, Deputy Minister of Industry and Trade Phan Thi Thang emphasized that digital transformation is one of the critical strategic priorities in Vietnam’s e-commerce and digital economy development. Accordingly, supporting traditional market vendors in modernizing their business models contributes to the realization of this strategy.

“The digital transformation program for traditional market vendors should focus on providing practical solutions to help vendors enhance their management capabilities and incorporate technology into their business operations,” emphasized Deputy Minister Thang.

Particularly, in the context of the thriving digital economy, the application of modern technology in traditional markets not only improves vendors’ business efficiency but also expands their opportunities to connect with customers.

Therefore, these support programs focus on two critical factors: raising community awareness, developing digital solutions and infrastructure in traditional markets, and providing on-site digital skills training for vendors.

To achieve sustainable development, vendors need not only training in technology application but also a clear understanding of the impact of digital transformation on traditional business operations.

Technology will not only help vendors enhance their competitiveness but also enable them to keep up with consumption trends and expand their product distribution network nationwide, especially for local specialties.

The Deputy Minister of Industry and Trade directed the need to promote the development of national e-commerce platforms to connect vendors to the domestic and international markets. Simultaneously, it is crucial to develop cashless payment support systems, reducing risks and costs for vendors during transactions.

Strengthening connections with technology providers, banks, and financial organizations is essential to offer financial support to vendors, especially in implementing mobile payment solutions, e-wallets, and QR Code payments, thus reducing cost burdens and simplifying transaction processes.

“With the support of government agencies, technology companies, and financial organizations, vendors will have additional tools, knowledge, and motivation to modernize their business models, deeper integrate into the digital economy, access broader markets, and achieve sustainable development in the future,” emphasized Ms. Oanh.
