Haiphong is now the second-largest locality in Northern Vietnam, after Hanoi, in terms of the number of large-scale projects developed by Vingroup. Over the past decade, the conglomerate has consistently inaugurated or commenced construction on key projects in the city, with scales ranging from hundreds of hectares and investment amounts potentially reaching billions of USD.
In 2016, the Vinhomes Imperia project was commenced. This was the first project in Haiphong bearing the Vinhomes brand of Vingroup, planned as an eco-urban area in a prime location right in the city center.
Spanning over 78 hectares, Vinhomes Imperia encompasses various property types such as detached villas, semi-detached and terraced houses, and notably features a 45-story tower, the tallest in the Northern Coastal region at that time.
In 2018, the Group also commenced construction on its second urban area, Vinhomes Marina, located south of the port city. This project covers an area of nearly 50 hectares and comprises more than 1,150 low-rise residences, including detached, semi-detached, and terraced villas, as well as shophouses…
Subsequently, in March 2024, Vinhomes introduced a project on Vu Yen Island (commercially named Royal Island), spanning 877 hectares with an investment of approximately $2.4 billion. This mega-project offers thousands of terraced and detached villas, along with entertainment facilities, a golf course, a horse racing track, and a marina… Thus far, this super project has recorded a good absorption rate in both wholesale and retail, significantly contributing to Vinhomes’ revenue and profit.
In May 2025, the developer commenced construction on its fourth urban area in Haiphong, after Imperia, Maria, and Royal Island, located in Duong Kinh district and Kien Thuy district (Vinhomes Golden City). With an area of nearly 240 hectares, the project has a total investment of approximately $1 billion.

In Haiphong, Vingroup is also developing Happy Home Trang Cat, the Group’s first social housing project in the port city. Construction on this project began in early 2024, with a total investment of VND 5,800 billion. It comprises 27 blocks of apartment buildings, providing approximately 4,000 apartments and accommodating around 10,000 people.
As of now, Happy Home Trang Cat is the largest social housing project in Haiphong.

In addition to residential projects, in September 2017, Vingroup Group also commenced the VinFast automobile production complex. This $3.5 billion project covers an area of 335 hectares within the Dinh Vu – Cat Hai Economic Zone.
Following the VinFast automobile production complex, the conglomerate of billionaire Pham Nhat Vuong is also preparing to develop two large-scale industrial parks in the city.
Accordingly, Vinhomes Hai Phong Industrial Park Joint Stock Company plans to implement two industrial park projects over five years, from Q2/2025 to Q2/2030. The projects aim to attract multi-sector investments, create jobs, contribute to industrial development, and boost the city’s socio-economic growth, as follows:
Ngũ Phúc Industrial Park (Phase 1) covers an area of over 238 hectares in Ngu Phuc and Kien Quoc communes (Kien Thuy district), with a projected investment of over VND 5,670 billion.
Tan Trao Industrial Park (Phase 1) spans over 226 hectares in Tan Trao and Kien Quoc communes (Kien Thuy district), with an expected investment of over VND 4,000 billion.

The Ministry of Finance has proposed amendments to Decree 125, suggesting increased penalties for failing to issue invoices or issuing them with incorrect timing. The maximum fine has been proposed to be up to VND 100 million. The draft also includes an expansion of tax officials’ authority to impose penalties and introduces a provision that waives penalties if taxpayers voluntarily rectify their mistakes before detection.
