Government Directives on the Gia Binh Airport-Capital Connection Project
The Government Office issued Notification No. 304/TB-VPCP, announcing the conclusions of Deputy Prime Minister Tran Hong Ha at the meeting on special mechanisms for investing in the construction of a road connecting Gia Binh International Airport with the capital city of Hanoi.
The Deputy Prime Minister has assigned the People’s Committees of Hanoi and Bac Ninh provinces to proactively carry out investment preparations and implement the projects within their legal authority, ensuring the commencement and completion as per the Government’s directions.
If necessary, when proposing special mechanisms, the localities need to clarify the reasons and carefully evaluate the socio-economic impacts. They must also ensure transparency and efficiency in investment, avoiding negative issues such as group interests, wastefulness, or budget leakage. The proposal must be submitted to the Ministry of Construction before June 18, 2025.
Specifically, for Bac Ninh province, the Government requests the People’s Committee to promptly coordinate with the Ministry of Construction to establish an investment policy for the project in the form of Build-Transfer (BT). Notably, if the project uses more than 500 hectares of irrigated rice land with two or more crops per year, as reported by the Chairman of the Provincial People’s Committee, it must be submitted to the National Assembly for consideration in accordance with the regulations for important national projects.

All policy proposals must closely follow the strategic infrastructure development orientation, including the connection between Gia Binh Airport and the center of Hanoi. At the same time, the proposals should not exceed their authority or extend to infrastructure that is not included in the national plan to ensure legality and long-term investment efficiency.
The Ministry of Construction is assigned to synthesize the proposals from Hanoi, Bac Ninh, and relevant ministries and sectors. The ministry will review the current legal framework and documents under improvement and report to the Prime Minister before June 19, 2025.
Additionally, the ministry will coordinate with the Ministry of Public Security to adjust and update the Gia Binh Airport in the Master Plan for the Development of the National Airport System for the period 2021–2030, with a vision towards 2050. This process will be streamlined to serve as a basis for submitting the investment policy to the National Assembly for approval.
Previously, the People’s Committee of Hanoi proposed a plan to build a road connecting Gia Binh International Airport to the intersection between the road connecting Tu Lien Bridge and Hanoi’s Ring Road 3, with a total length of approximately 35.43 km. Among this:
The section from Gia Binh Airport to Kenh Vang Bridge (through Hai Duong province) will be implemented by Bac Ninh.
The 14-km section under Hanoi’s jurisdiction will have a cross-section of up to 120 meters.
A completely new 7-km section will be constructed from the Hanoi-Bac Ninh boundary to the intersection of Ring Road 3 and the Hanoi-Lang Son expressway. The remaining 7 km will be upgraded from the current 35-meter cross-section to 120 meters to ensure a synchronous and modern connection.
Striving to Bring Gia Binh Airport into the Top 10 Most Modern Airports Worldwide
At the 6th regular meeting of the People’s Committee of Bac Ninh province, Chairman of the Provincial People’s Committee, Vuong Quoc Tuan, emphasized the determination to materialize Gia Binh Airport not just as a strategic infrastructure but also as a symbol of the province’s international-standard development.
Accordingly, the Chairman requested the relevant departments and sectors to promptly complete the dossier for submission to the National Assembly for approval of the investment policy for the road connecting Gia Binh Airport to the capital city of Hanoi. This is considered a critical project to synchronize regional transportation infrastructure and maximize the potential of the future international airport.
Speaking at the conference, Mr. Vuong Quoc Tuan stated that Bac Ninh province would actively coordinate with the Ministry of Public Security and relevant ministries and sectors to submit the investment policy for Gia Binh Airport to the Politburo for consideration. The orientation is to develop the airport into a 5-star international airport—modern, comfortable, and featuring breakthrough designs—striving to be among the top 10 most beautiful and modern airports in the world.

According to the plan, Gia Binh International Airport will be constructed in Gia Binh district, Bac Ninh province, as Vietnam’s 14th international airport. The airport will serve both civil aviation and national defense and security missions, contributing to strengthening air security in the northern region.
In the planning period of 2021–2030, the airport will be designed according to ICAO’s 4E standard, capable of accommodating wide-body aircraft such as the Boeing 777, 787, Airbus A350, A321, as well as special aircraft and military aircraft.
By 2030, Gia Binh Airport is expected to handle 5 million passengers and 250,000 tons of cargo annually. The apron system is planned to have approximately 21 parking positions, including a separate apron for helicopters of the People’s Security Army Aviation Regiment and an area for special aircraft and commercial aircraft.
Notably, the airport will feature a VIP terminal for special aircraft, located south of the apron area, covering approximately 3.2 hectares of land. Additionally, the passenger terminal will be designed with a combined model for civil aviation and general aviation operations, with an expected capacity of 1 million passengers annually in the 2021–2030 period.
In the long-term orientation towards 2050, Gia Binh Airport is envisioned to increase its capacity to 15 million passengers per year, becoming a key aviation gateway for Vietnam and the Asian region. It will not only serve as a new transportation hub for the capital region but also drive economic and social development, attract investment, and enhance regional connectivity.
