Recently, the Vietnam Registry Department (VRD) has received reports from citizens about a group of individuals impersonating the VRD. These imposters have been contacting vehicle owners, requesting that they transfer approximately 10,000 VND to the VRD’s bank account and instructing them to install an application on their phones.
To put an end to this, the VRD requests that registration offices disseminate information to vehicle owners in their respective areas, making it clear that the VRD will never call vehicle owners to request money transfers, nor do they promote the installation of any applications on phones.
Vehicle owners are advised to refrain from transferring money as requested by unknown callers or senders of text messages. Additionally, they should avoid accessing links or apps that purportedly belong to the VRD, as these could be scams.

This is not the first time such an incident has occurred. In late October of last year, the VRD sent a document to the Cyber Security and High-Tech Crime Prevention Department (Ministry of Public Security) regarding the use of their name in online scams.
Specifically, the VRD’s bank account continuously received amounts ranging from 10,000 to 23,000 VND through transfers from personal accounts, most of which did not specify the purpose of the transaction.
Upon investigation, the VRD determined that a group of individuals was calling vehicle owners, informing them that starting October 1, 2024, the department would be introducing new inspection stickers. These imposters then requested a payment of 10,000 VND per sticker, along with a shipping fee of 23,000 VND, to be transferred to the VRD’s account.
Additionally, the group instructed vehicle owners to access a fraudulent link impersonating the VRD to provide their personal information for the alleged sticker replacement. Accessing this link posed a risk of falling victim to scams and financial loss. Consequently, the VRD issued a notice to vehicle inspection offices, warning vehicle owners in their jurisdictions.
At that time, the VRD affirmed that they had not introduced new inspection stickers, nor had they requested or notified vehicle owners about transferring money for sticker replacement services.
