The aforementioned directive was issued by Mr. Nguyễn Hữu Quế, Vice Chairman of the Gia Lai Provincial People’s Committee, following a recent comprehensive review meeting on the implementation of social housing projects (NƠXH) in the province.
Specifically, the Department of Construction is required to strictly adhere to the Provincial Party Committee’s directive, ensuring the completion of 1,500 to 2,000 NƠXH units by 2025. Of these, at least 742 units must be put into use, while the remaining units must have their rough construction completed and be ready for use by the first quarter of 2026 at the latest.

Vice Chairman Nguyễn Hữu Quế instructed the Department of Construction to notify and guide investors currently implementing NƠXH projects to review and re-plan their construction schedules in detail from now until the end of 2025 and throughout 2026, ensuring alignment with the targets and plans set by the Provincial Party Committee.
Additionally, the department must monitor and supervise project implementation, applying sanctions and strictly addressing investors who fail to execute or meet deadlines.
Furthermore, task forces will be established to work directly on-site, promptly resolving challenges, addressing bottlenecks, and ensuring quality control.
Project investors are urged to concentrate their resources on expediting completion and delivery to meet the growing demand for NƠXH, particularly in light of the increased need following administrative unit mergers.
Investors must also develop detailed, project-specific plans and schedules that align with the province’s NƠXH development targets and submit written commitments to their implementation.
“Investors are fully responsible for the quality and safety of their construction projects,” the directive emphasizes.
For projects slated for completion in 2025, including the Tân Đại Minh 2 (Lamer2) NƠXH project, the housing project within the Provincial Trade Union Facilities Planning Area, the Nhơn Phú 2 NƠXH project, the Bồng Sơn Ward NƠXH project, and the Social Housing Apartment Complex in Zone C of the Bắc sông Hà Thanh Urban and Commercial Area (Đại Phú Gia Urban Area), resources must be focused to ensure timely completion.
Failure to execute or incomplete execution will result in the Department of Construction conducting a thorough review and imposing strict penalties in accordance with regulations. This may include reevaluating the investor’s capabilities and potentially barring them from future provincial projects.
Provincial leaders also emphasized that for NƠXH projects with issued construction permits, investors must promptly develop plans and commence construction. For projects without permits, investors should expedite the completion of related documents to obtain permits and begin construction. Any challenges or obstacles should be promptly reported to the appropriate authorities for resolution.
