The Ministry of Construction has recently addressed voter concerns from Quang Ngai province regarding issues related to the Da Nang – Quang Ngai Expressway project.
According to the feedback, the B381 irrigation canal, stretching 1,000 meters from Trien alley to Bau Sen (in Binh Son commune), is currently in use. However, during the construction of the Da Nang – Quang Ngai Expressway, a culvert was installed, but its bottom is approximately 40cm higher than the original canal bed. This elevation difference prevents water flow, affecting irrigation for approximately 10 hectares of rice fields and hindering local farmers’ production activities.
Voters have requested that the Vietnam Expressway Corporation (VEC) be directed to review and resolve this issue.

Da Nang – Quang Ngai Expressway
In response, the Ministry of Construction stated that it has directed VEC to address the voters’ concerns.
According to VEC’s reports in Documents No. 2745/VEC-TĐ dated August 27, 2025, and No. 2917/VEC-TĐ dated September 10, 2025, VEC has reviewed the design documents and collaborated with the People’s Committee of Binh Son commune, Quang Ngai province, to inspect the site and propose solutions.
All parties agreed on a resolution plan, as confirmed in the Field Report dated September 9, 2025, which includes:
The D1500 irrigation culvert at Km107+605, designed to channel water for the B381 canal, was completed by the contractor and put into operation in 2018, in accordance with the design specifications, ensuring proper irrigation and drainage.
Over time, siltation in the culvert and canal has obstructed water flow. VEC has conducted dredging to restore flow and ensure drainage as per the design.
To maintain irrigation efficiency and prevent erosion or siltation, VEC will reinforce the canal section within the expressway’s boundary fence. The People’s Committee of Binh Son commune will clear and dredge the two canal sections (left and right of the expressway) outside the fence.
The Da Nang – Quang Ngai Expressway spans 139 kilometers with a total investment of over 34 trillion VND. Designed to Type A highway standards, it features four traffic lanes and two emergency lanes, and has been operational since 2018.
Revising Income Eligibility Criteria for Social Housing Purchase and Lease-to-Own Programs
The Ministry of Construction has proposed amendments to Decree 100, aiming to increase the income threshold for purchasing or leasing social housing, lower loan interest rates, and streamline administrative procedures.
How is the Ministry of Construction Managing Its Budget?
In the 2025 public investment capital plan, the Prime Minister allocated 82.555 trillion VND to the Ministry of Construction. However, as of August, the ministry has disbursed only over 30.300 trillion VND, reaching nearly 37% of the target. This delay is attributed to several bottlenecks, including slow land clearance, shortages of construction materials, contractor sluggishness, and untimely commencement procedures.
