The Looming Threat of Infrastructure Collapse Amid the Rural Land Speculation Frenzy in Hà Tĩnh

Prime agricultural land is being rapidly consolidated, rezoned, and subdivided for sale following the announcement of the Western Hà Tĩnh Industrial Zone. This unchecked proliferation of land plots for sale is threatening to disrupt the rural landscape and infrastructure across the region.

Following the announcement of the urban planning for the western area of Ha Tinh City, Toan Luu Commune has become a hotspot for land speculation and subdivision. Investors have acquired dozens of garden plots and long-term tree plantations, converting them into “new residential areas.” Each plot has been divided into 20-60 new land lots.

In Trung Tam Village, former Ngoc Son Commune (now Toan Luu Commune), real estate agents and investors are flocking to inspect land. Pictured is a subdivided plot with 23 lots, each measuring 140-160 square meters, ready for sale.

This 5,000-square-meter plot, once used for long-term tree cultivation and residential purposes by a Trung Tam Village resident, has been transformed. After acquisition, investors paved roads along the Khe Giao River. Recent floods exposed the poor quality of the makeshift riverbank reinforcement, leading to erosion.

Just 200 meters away, another former long-term tree plantation has been converted into a residential area with subdivided lots for sale.

This area now features paved roads and solar-powered lighting, though infrastructure remains underdeveloped. Lots are priced between 500-700 million VND per square meter.

This newly constructed road leads to a subdivided land area in Trung Tam Village. Approximately 10 plots, each spanning thousands of square meters, have been acquired from gardens and subdivided for sale.

Recently, a land plot marketed as a “Riverside Land Lot Project” attracted dozens of cars and prospective buyers. However, the area lacks synchronized infrastructure, and the Khe Giao River embankment is severely damaged.

Land speculation is also rampant in Nam Son Village. Formerly wasteland and acacia plantations, the area is now divided into small lots for sale. In Ngoc Ha Village, investors are leveling land. Uncontrolled land subdivision not only distorts the new rural planning of Toan Luu Commune but also strains local infrastructure and social services like transportation, water, electricity, schools, and healthcare as the population surges in these “spontaneous residential areas.”

Some plots are being sold aggressively, even without completed roads or infrastructure, with promises of legal documentation and road construction upon land title issuance.

Speaking with Tien Phong, the leader of Toan Luu Commune’s People’s Committee stated that the rampant acquisition of garden land and long-term tree plantations for subdivision and sale primarily occurred in the former Ngoc Son Commune area before its merger into Toan Luu. Previously, some subdivided plots had internal roads only 4 meters wide, failing to meet infrastructure standards. The commune now requires a minimum 7-meter road width for new subdivisions to ensure consistency with future infrastructure and landscape development. “Land subdivision is handled by the Land Registration Office, not the commune. However, we are responsible for infrastructure management. We are mandating that new subdivisions ensure landscape integrity and infrastructure synchronization to prevent haphazard, fragmented development that detracts from rural aesthetics,” the leader emphasized.
