Unveiling the $175 Million Project Set to Transform This Land into the New Coastal Tourism Hub of North-Central Vietnam

Xuan Hoi Joint Stock Company, a subsidiary of Hacom Holdings Investment Joint Stock Company, recently held a groundbreaking ceremony for the Xuan Hoi Coastal Eco-Tourism Complex project. Located in Dong Luong, Dan Hai commune, the project spans 92.33 hectares with a total investment of nearly VND 4 trillion.

The project is designed as a luxury resort complex, featuring a 5-star hotel with approximately 600 rooms, villas, a commercial and entertainment district, a marina, themed parks, a seaside plaza, a beach, and extensive green spaces and water features, creating an enclosed eco-tourism destination.

Strategically positioned near the Cuahoi Bridge connecting Nghe An and Ha Tinh across the Lam River, the project is poised to become a modern coastal tourism hub. Upon completion, the Xuan Hoi Coastal Eco-Tourism Complex will emerge as a premier luxury destination, propelling Ha Tinh into a new coastal tourism center in the North Central Coast region.

The project aims to create a distinctive, high-caliber destination, seamlessly integrated with regional tourism networks. It seeks to expand both domestic and international markets, positioning Ha Tinh as a dynamic player in the era of integration.

Expected to generate thousands of stable jobs for local workers during construction and operation, the project is anticipated to be a new economic driver for the region.

The developer has committed to employing advanced wastewater treatment technologies, solid waste management, and increasing green spaces to preserve the ecological landscape of Xuan Hoi, ensuring economic growth alongside environmental protection.

Ha Tinh authorities have urged the developer and contractors to maximize resources, comply with legal regulations, prioritize environmental considerations, and ensure safety during construction to facilitate the project’s timely completion and efficient operation.

Initially approved in 2017, the Xuan Hoi Coastal Eco-Tourism Complex project was originally planned to cover 99 hectares with an estimated investment of VND 1.261 trillion. The initial developer was An Giang Dragon Ha Tinh Construction and Consulting Joint Stock Company.

The original plan divided the project into two phases. Phase 1 (January 2017 to Q2 2018) focused on investment preparation and infrastructure development. Phase 2 (Q3 2018 to Q4 2020) aimed to complete all construction and commence operations.

However, after eight years, the project remained largely abandoned, resulting in significant waste. In response, the Ha Tinh Provincial People’s Committee has worked to review, adjust the scale, and change the investor, aiming to revitalize the project in line with the province’s socio-economic development goals.

With 137 km of coastline featuring renowned beaches such as Thien Cam, Xuan Thanh, Cua Sot, Thach Hai, and Ky Xuan, Ha Tinh has identified marine and coastal economic development as a key focus in its 2021-2030 Provincial Planning, with a vision to 2050. Tourism is highlighted as one of the four priority economic sectors.

Guided by this vision, Ha Tinh has actively attracted local investment. Recently, several reputable enterprises and investors have surveyed the area, seeking investment opportunities.

The province has introduced sites and approved investment policies for major projects, including: Wyndham Costa Ha Tinh Luxury Coastal Resort (Thach Van, Thach Tri), Ky Ninh Resort, Ky Nam Urban Tourism Area, Lam River Eco-Entertainment Urban Area, Xuan Hoi Eco-Tourism Complex, and a golf course, hotel, and luxury villa complex in Thinh Loc commune.

These projects are expected to enhance Ha Tinh’s appeal and drive tourism growth in the coming years.
