The Tan Trao Industrial Zone Infrastructure Development Project is led by Vinhomes Hai Phong Industrial Zone Investment JSC. Spanning nearly 227 hectares in Kien Hung and Nghi Duong communes, Phase 1 boasts an investment of over VND 4,000 billion.
Construction of the Tan Trao Industrial Zone is slated for completion within five years, from Q2 2025 to Q2 2030. Upon completion, it will emerge as a prominent hub for advanced industries and technologies, featuring state-of-the-art infrastructure. The zone aims to attract diverse investments across sectors such as electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy, and renewable energy. Notably, it is expected to attract tens of thousands of highly skilled workers from across Vietnam and internationally.
With its scale, strategic location, and synchronized development vision, the Tan Trao Industrial Zone is poised to become a key growth driver, enhancing Hai Phong’s investment appeal and establishing itself as a model industrial center nationwide.
The Hai Phong LNG Thermal Power Plant Project, situated within the Tan Trao Industrial Zone, is jointly developed by Vingroup – JSC and VinEnergo Energy JSC. Covering nearly 100 hectares, the project entails an investment exceeding VND 178,000 billion.
Scheduled for completion within five years, the plant is expected to commence operations by late 2030. It will generate approximately 9.6 billion kWh annually (Phase 1) and 192 billion kWh annually (Phase 2), catering to the industrial zone’s energy needs while significantly contributing to the national grid. This will aid in grid regulation and reduce reliance on conventional energy sources.
With a designed capacity of 4,800 MW (1,600 MW in Phase 1 and 3,200 MW in Phase 2), it will be Vietnam’s largest thermal power plant, as per the Government’s Power Master Plan VIII, and among the world’s leading LNG-based power plants.
Beyond industry contributions, these projects will stimulate socio-economic growth, fostering development in Hai Phong’s southern coastal economic zone. They will showcase Hai Phong’s potential, attracting domestic and international investors and creating new growth opportunities for the city.
Upon completion, the projects will significantly enhance industrial output, contributing to GRDP growth and budget revenues. They will also generate thousands of job opportunities.
Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of Hai Phong People’s Committee, highlighted that from July 1, 2025, Hai Phong City was established through the merger of Hai Phong City and Hai Duong Province. With an area of nearly 3,200 km² and a population exceeding 4.6 million, it ranks third nationally in economic scale. This new context offers vast development opportunities, blending a modern port city with a rich agricultural region, diverse industries, and traditional crafts. It harmoniously combines tradition and modernity, offering advantages in international ports, strategic infrastructure, key industrial zones, abundant labor, and the cultural heritage of the Heroic Port City and the Land of Eastern Culture.
In the first nine months of 2025, Hai Phong’s economy sustained robust growth compared to the same period in 2024: GRDP increased by 11.59%; industrial production index rose by 15.06%; total budget revenue reached VND 145.6 trillion, up 30.6% (domestic revenue: VND 80.856 trillion, up 41.4%; import-export revenue: VND 61.887 trillion, up 21%); total investment reached VND 223.985 trillion, up 16.5%; port cargo volume reached 139 million tons, up 12.4%; export turnover reached USD 36 billion, up 6.2%; domestic investment attracted VND 365 trillion, 11.9 times higher than the same period; tourism attracted nearly 11.87 million visitors, up 29%; tourism revenue reached VND 12,354 billion. Twenty-four major city projects totaling over VND 64 trillion were inaugurated or commenced.
Following the merger, on July 15, 2025, the city successfully hosted the Hai Phong Investment Promotion Conference 2025 alongside the ABAC 3 meeting, themed “Hai Phong – A Strategic Destination for the New Era.” The conference awarded investment certificates to 32 projects and signed 7 investment cooperation memorandums, totaling over USD 15.6 billion.

Addressing the event, Prime Minister Pham Minh Chinh emphasized Vietnam’s pursuit of its 100-year goals (by 2030 and 2045) amidst challenges surpassing opportunities and favorable conditions, with rapid, complex, and unpredictable regional and global developments. He stressed the need for rapid, sustainable growth, maintaining independence, autonomy, and strategic proactiveness.
Recently, to implement the Party’s Platform and the 13th National Party Congress resolutions, the Politburo issued key resolutions on science and technology, private economy, integration, law-building and enforcement, education, healthcare, and energy. Hai Phong has been a pioneer in innovation, maintaining double-digit growth for years and leading in various fields.
The Prime Minister highlighted the significance of the two projects in economic restructuring, growth model innovation, green economy, digital economy, science, technology, and innovation. They will promote industrial development, attract high-tech foreign investment, modern management, and skilled workforce training, while advancing green energy and climate change response.
He urged ministries and Hai Phong to uphold the spirit of “saying and doing,” “no negatives, no difficulties, no unfulfilled promises,” especially in land clearance and procedures, facilitating businesses with a focus on common interests and anti-corruption.
The Prime Minister called on investors to embrace the “fast, green, sustainable” philosophy, fulfill commitments, accelerate progress, ensure quality, safety, environmental protection, and create jobs.
He expressed hope for the Tan Trao Industrial Zone’s swift development, attracting high-tech investments, and for the LNG power plant to achieve early completion, ideally one year ahead of schedule.
