The Ministry of Justice has recently released an assessment report on the draft Resolution of the National Assembly regarding mechanisms and policies to enhance public health protection and care. This draft, spearheaded by the Ministry of Health, aims to institutionalize Resolution 72 issued by the Politburo, focusing on breakthrough solutions to strengthen healthcare services for the population. The Government plans to submit this draft for approval during the 10th Session in October.
The Resolution seeks to implement innovative measures outlined in the Politburo’s directive, ensuring comprehensive health protection and improvement for citizens. Key initiatives include subsidized healthcare programs and expanded insurance coverage, targeting vulnerable demographics.
Elderly individuals are among the priority groups slated for annual complimentary health check-ups.
Cost-Reduction Measures for Healthcare Services: The Ministry of Health proposes annual complimentary health screenings for specific demographics, phased according to priority. Initially, this program will cater to the elderly, individuals with disabilities, low-income households, ethnic minorities in remote areas, and veterans, with an estimated annual budget of VND 6 trillion.
“The initial phase will focus on providing free health check-ups for the elderly, persons with disabilities, impoverished households, ethnic minorities in remote regions, and veterans, as detailed in the Resolution’s draft,” the document highlights.
Screening programs, already covered under the Preventive Health Law, are funded through the National Target Program for Healthcare and Population Development (2026-2030), hence not addressed in this Resolution.
The draft also outlines a gradual waiver of basic healthcare fees within the health insurance framework, aligned with the nation’s economic development. Starting in 2027, health insurance coverage will increase from 95% to 100% for low-income households and individuals over 75 receiving social pensions.
Additionally, the Resolution proposes pilot schemes for diversified health insurance packages, catering to varied public needs.
Compensation and Allowances for Healthcare Workers: From 2026, physicians, preventive medicine specialists, and pharmacists will start at salary grade 2. Professionals in critical fields such as psychiatry, forensic medicine, emergency care, and pathology will receive a 100% occupational allowance.
Healthcare workers in communal health stations and preventive medicine facilities in remote or disadvantaged areas will also be eligible for a 100% allowance, with a minimum of 70% for those in other regions.
The Ministry of Health estimates the total cost for these initiatives at VND 4,481.1 billion, including VND 1,366 billion for central units and VND 4,344 billion for local entities.
Specialized Postgraduate Training in Healthcare: Despite over 50 years of specialized medical training in Vietnam, these qualifications remain unrecognized within the national education system. Specialized healthcare professionals form the backbone of medical institutions, enabling Vietnam to adopt advanced techniques comparable to regional and global standards.
The Resolution aims to integrate specialized postgraduate healthcare training into the national education framework, as per Resolution 72, to foster a robust healthcare workforce and significantly enhance public health outcomes.
Annual Health Check-Ups for All Citizens Starting 2026
Starting in 2026, citizens will receive free annual health check-ups or screenings, ensuring proactive wellness management. By 2030, basic healthcare services will be fully subsidized, eliminating financial barriers to essential medical care.
