During the 26th session held on September 29, the Hanoi People’s Council adopted a Resolution approving the adjusted investment policy for the Land Recovery, Compensation, Resettlement Support, and Site Clearance Project. This project is part of the investment plan for constructing the road connecting Gia Binh Airport to Hanoi (within Hanoi’s jurisdiction).
According to the submitted proposal by the Hanoi People’s Committee, the previously approved investment policy (Resolution No. 428/NQ-HĐND dated June 28, 2025) includes two sub-projects.
Sub-Project 1 (TP1): Compensation, support, and resettlement in Gia Lam District, formerly managed by the Gia Lam District People’s Committee (old), with an estimated budget of VND 6,420 billion.
Sub-Project 2 (TP2): Compensation, support, and resettlement in Dong Anh District, managed by the Dong Anh District People’s Committee, totaling over VND 7,619 billion.
The Hanoi People’s Committee proposed the following adjustments:
Sub-Project 1 (TP1): Compensation, support, and resettlement in Thuan An and Phu Dong communes (Hanoi) and Tu Son and Phu Khe wards (Bac Ninh Province). The project will be implemented in these areas, managed by the Phu Dong Commune People’s Committee, with a total budget of VND 7,457 billion.
Sub-Project 2 (TP2): Compensation, support, and resettlement in Dong Anh and Thu Lam communes (Hanoi).
The Hanoi People’s Committee stated that the adjustment aims to include the 1.62 km segment, previously omitted between the two localities, into Sub-Project 1, as approved in Resolution No. 428/NQ-HĐND.
Delegates voting to adopt the Resolution
In their review, the Urban Planning Committee requested the Hanoi People’s Committee to clarify the capital allocation schedule and the ability to balance funding for the project.
The committee also sought clarification on the basis for increasing the total investment from VND 6,420 billion to VND 7,457 billion (an increase of VND 1,036 billion) due to the additional 1.62 km segment in Bac Ninh Province.
The Hanoi People’s Committee provided explanations and addressed the concerns raised by the Council’s committees.
After deliberation, the Hanoi People’s Council unanimously adopted the resolution.
During the session, the Council agreed to report to the Prime Minister, seeking approval to designate the Hanoi People’s Committee as the managing authority for the investment project. This project involves constructing the road connecting Ring Road 4 (within Hanoi) to Ring Road 5 in Ninh Binh Province.
The project is classified as Group B, with the Hanoi People’s Committee responsible for approving the investment policy. It will be funded through public investment.
The preliminary total investment is VND 840 billion, sourced from the city’s budget.
The project is scheduled for implementation from 2026 to 2028.
