Four Individuals Charged in Connection with Sand Mine Auction Scandal, Bidding Surges from $50,000 to $15 Million

Following an extensive investigation, Da Nang City Police have pressed charges against four additional suspects involved in the case of a sand mine initially valued at 1.2 billion VND but auctioned off for a staggering 370 billion VND.

On September 29, the Economic Police Department of Da Nang City Police prosecuted four individuals: Nguyen Van Hung (born in 1984), Nguyen Sy Minh Tien (born in 2000), Le Nguyen Dong Quan (born in 1991), and Tran Van Bay (born in 1975, all residing in Da Nang) for “Violating regulations on auction activities of assets.”

Among them, Hung was detained in custody, while the other three suspects were placed under house arrest.

Previously, on July 23, Da Nang City Police prosecuted Nguyen Si Khoa (born in 1974) – the manager of MT Quang Da Joint Stock Company, and Do Thi Le (born in 1989, residing in Da Nang) – the company’s accountant, for falsifying documents to participate in mineral exploitation auctions.

Initial investigation results revealed that, under Nguyen Si Khoa’s direction, the four individuals colluded to inflate bids during the mineral exploitation auctions for MT Quang Da Joint Stock Company and Nong Son Farm Joint Stock Company on October 18-19, 2024.

Consequently, MT Quang Da Company won the auction with a bid of R = 1,534.6%, over 306 times higher than the starting price—an unusually high figure.

As reported by VietNamNet, on October 18, 2024, Hoa Thuan Partnership Auction Company (hired by the Department of Natural Resources and Environment of Dien Ban Town, former Quang Nam Province) organized an auction for the right to exploit sand minerals for construction materials at mining site ĐB2B, covering over 6 hectares with approximately 160,000 cubic meters of sand.

The starting price was over 1.2 billion VND. After 20 hours and 200 bidding rounds, MT Quang Da Company emerged as the highest bidder, winning the auction with a bid exceeding 370 billion VND.

According to the report from the former Quang Nam Department of Natural Resources and Environment, the auction results for mineral exploitation at this site showed anomalies. The winning bid was significantly higher than both the starting price and the market price for construction materials announced by authorities.

This price also indicated signs of market manipulation for profit, driving up construction sand prices and negatively impacting economic security and social order.

The case is under further investigation.
