Nevertheless, local authorities face numerous difficulties, such as software glitches, an oversupply of commune-level officials lacking quality; limited physical infrastructure in some areas, inadequate equipment, and instances where two vehicles were allocated to communes but remain unused due to lack of maintenance funds…

Additionally, the implementation of the two-tier local government system significantly impacts socio-economic development and public investment disbursement, primarily related to land clearance efforts.
Based on these assessments, the Chairman of Can Tho City urged the city to accelerate its efforts in the remaining fourth quarter. He called on departments, agencies, communes, and wards to unite and align their actions with a shared vision.
Heads of departments, agencies, and commune-level authorities must promptly address the concerns and aspirations of officials, civil servants, and workers within their units to provide timely encouragement.
All units must review their targets and tasks to focus on leadership and guidance for implementation in the fourth quarter, ensuring the completion of set plans.
Simultaneously, continue to review personnel organization within each agency to align with job positions. Departments should assign staff to support key communes and wards with multiple projects; promptly and effectively address emerging and unexpected tasks…
