Specifically, the price of E5 RON92 gasoline increased by 710 VND/liter, not exceeding 19,760 VND/liter. RON95 gasoline rose by 762 VND/liter, capping at 20,488 VND/liter. Diesel saw a hike of 1,318 VND/liter, reaching a maximum of 19,203 VND/liter. Kerosene climbed by 1,156 VND/liter, topping at 19,271 VND/liter, while mazut oil increased by 541 VND/kg, not surpassing 14,639 VND/kg.

The regulatory body continues to neither allocate nor utilize the price stabilization fund for any fuel products.
During this pricing adjustment period (October 23–29), the global oil market was influenced by key factors such as: U.S. sanctions on Russia’s two largest oil companies; renewed trade negotiations between the U.S. and India and China; OPEC+’s anticipated slight increase in oil production for December; and the ongoing military conflict between Russia and Ukraine, targeting each other’s energy infrastructure.
These factors have driven a sharp rise in global oil prices over recent days.
The average global prices of refined oil products between the October 23 and October 30 pricing cycles were: $79.326/barrel for RON92 gasoline used in E5RON92 blends (up $3.951/barrel); $82.158/barrel for RON95 gasoline (up $3.955/barrel); $90.928/barrel for kerosene (up $6.573/barrel); $90.942/barrel for diesel (up $7.459/barrel); and $387.642/ton for mazut oil (up $19.084/ton).
In the previous adjustment on October 23, E5 RON92 gasoline decreased by 170 VND/liter to 19,050 VND/liter, while RON95 gasoline dropped by 180 VND/liter to 19,720 VND/liter. Diesel fell by 540 VND/liter to 17,880 VND/liter, kerosene by 290 VND/liter to 18,110 VND/liter, and mazut oil by 280 VND/kg to 14,090 VND/kg.
Since the beginning of the year, RON95 gasoline has increased 25 times and decreased 20 times. Diesel has seen 23 increases, 21 decreases, and 1 instance of no change.
