According to the 2013 Labor Law (still in effect), the monthly unemployment benefit for workers is 60% of the average monthly salary used to calculate unemployment insurance (UI) contributions over the six consecutive months prior to unemployment. However, this amount is capped at five times the base salary for employees under the state-regulated wage system and five times the regional minimum wage for those under employer-determined wage systems at the time of contract termination.

Under current regulations, the maximum unemployment benefit varies between the two groups. State-regulated employees can receive up to 11.7 million VND/month, while those under employer-determined systems can receive between 17.25 and 24.8 million VND/month, depending on the region.
Effective January 1, 2026, the 2025 Labor Law will standardize the maximum unemployment benefit for both groups at five times the regional minimum monthly wage announced by the government for the last month of UI contributions.
Based on current regional minimum wages, state-regulated employees could receive up to 24.8 million VND/month in unemployment benefits.
Additionally, if the proposed minimum wage decree is approved and implemented from January 1, 2026, with regional minimum wages set at 5.31 million VND/month for Region I, 4.73 million VND/month for Region II, 4.14 million VND/month for Region III, and 3.7 million VND/month for Region IV, the maximum unemployment benefit for both groups will increase. Benefits would range from 18.5 to 26.55 million VND/month, depending on the region.
