On behalf of the ward administration, Mr. Nguyen Cong Chanh assigned tasks to the seconded officers, urging them to maximize their capabilities and enhance accountability in public service delivery. He emphasized seamless collaboration with ward departments to improve grassroots governance effectiveness. The chairman highlighted that deploying seconded staff demonstrates proactive leadership and commitment to organizational innovation in this new phase.
Representing the seconded team, Mr. Phan Minh Tien pledged dedication, teamwork, and creativity in fulfilling their duties. He affirmed their role in strengthening coordination between the Department of Construction and local authorities regarding urban order management, violation handling, and maintaining ward-level urban discipline.
The event concluded with establishing joint operational timelines between the seconded unit and ward functional departments to ensure immediate impact at the local level.
As previously reported by Nguoi Lao Dong Newspaper, HCMC is deploying specialized inspection officers from the Department of Construction to districts, wards, and special zones to bolster construction and urban order oversight. The HCMC People’s Committee Office is tasked with finalizing decentralization and coordination regulations by November 2025.
The Director of the Department of Construction will collaborate with local chairpersons to determine needs, provide workspaces, and assign specific tasks to seconded staff. The Department will conduct regular inspections and guidance, while localities without seconded personnel assume full responsibility for construction order management.
