Conquering Vietnam’s Highest Mountain Pass: Deo Ca Consortium Wins Bid to Build Record-Breaking Tunnel, Slashing Travel Time to 11 Minutes

The consortium led by Deo Ca Group has been awarded Package XL23 of the Hoang Lien Mountain Tunnel Project. The contract stipulates a 720-day execution period, commencing from the date of signing.

The Director of the Project Management Board for Traffic Construction Investment in Lai Chau Province has recently signed a decision approving the bid results for Package XL23 of the Hoang Lien Mountain Pass Tunnel Project. This critical transportation infrastructure connects Sa Pa Ward (Lao Cai Province) with Tam Duong Commune (Lai Chau Province).

According to the decision, the consortium led by Deo Ca Group, along with its members including 299 Construction and Trading JSC, 68 Construction Service and Trading JSC, Thanh Tuyen One-Member LLC, Lai Chau No. 10 LLC, and Khanh Hung Construction and Trading One-Member LLC, has been awarded the contract. The total value exceeds 2.6 trillion VND, with a 720-day execution period from the contract signing date. The scope includes all construction, equipment installation, surveying, and detailed engineering design.

This marks the first package to commence construction for the Hoang Lien Mountain Pass Tunnel Project, scheduled for December 19, 2025. The project, with a total investment of approximately 3.3 trillion VND funded by public investment, was approved by the Lai Chau Provincial People’s Committee in March 2025.

Given its complex terrain and high altitude, the Hoang Lien Tunnel is recognized as Vietnam’s highest mountain pass tunnel and one of the most advanced in the Northwest region. Upon completion, travel time across the pass will reduce from 50–120 minutes to approximately 11 minutes, ensuring year-round traffic flow, especially during the rainy season when landslides and severe congestion currently disrupt travel.

The tunnel’s design features a total length of 8.8 km, including a 2.63 km main tunnel, a 2.65 km auxiliary tunnel, 11 bridges, and multiple technical support structures. The main tunnel accommodates two motor vehicle lanes with a width of 9.75 meters, constructed from permanent reinforced concrete to meet special-class mountain tunnel standards.

Deo Ca Group is concurrently executing multiple national key transportation projects, including the Dong Dang – Tra Linh, Huu Nghi – Chi Lang, and Tuyen Quang – Ha Giang highways. In October 2025, the Hanoi Traffic Construction Investment Project Management Board announced that a consortium involving Deo Ca won Package XL27 for the Thuong Cat Bridge and its approach roads, with a contract value nearing 6 trillion VND.

In Q3 2025, the Deo Ca-led consortium was further appointed to execute Package XL01 (Km4+00 to Km13+900) of the HCMC – Long Thanh Expressway Expansion Project, valued at nearly 5.9 trillion VND.
