The Government Inspectorate (TTCP) has issued Document No. 375, concluding the inspection of projects facing challenges and obstacles within the Ministry of Construction.
The inspection report highlights issues and limitations in the project to upgrade National Highway 6, specifically the Tuan Giao – Lai Chau section (Km406+300 – Km501+000, NH6 Project).

Approved by the former Ministry of Transport on July 31, 2008, the project spans 91.408 km with a total investment of over VND 2,359 billion, funded by government bonds. The Vietnam Road Administration serves as the project investor, with implementation scheduled from Q3/2008 to Q4/2012.
The inspection findings reveal that the project’s feasibility study report was delayed by one year. The former Ministry of Transport’s project preparation quality was subpar due to inaccurate surveys and basic design, resulting in significant discrepancies between the basic design’s construction package values and the technical design’s estimated package values, as well as the actual bid-winning values.
The project’s total investment surged from VND 906 billion (2004 feasibility study) to over VND 2,359 billion. However, the former Ministry of Transport failed to clarify capital allocation feasibility or seek input from the Ministry of Finance and the former Ministry of Planning and Investment regarding the investment increase.
Responsibility lies with the new Ministry of Construction, its Planning and Finance Department, Project Management Unit 1 (now Thang Long Project Management Unit), investment project consultants, and related entities and individuals.
TTCP notes that commencing the NH6 project without sufficient capital to meet the approved construction schedule violated Article 72, Clause 5 of the 2003 Construction Law.
Despite starting in June 2010, inadequate capital allocation led to construction delays, risking resource wastage. The project’s restart timeline remains undetermined.
The inspection concludes that the former Ministry of Transport is responsible for delays and insufficient capital allocation. Thang Long Project Management Unit has yet to recover over VND 11 billion in advances and settle all project-related debts.
TTCP recommends the new Ministry of Construction collaborate with relevant agencies to assess potential wastage in the NH6 project, propose solutions to address challenges, and secure funding for project resumption, ensuring efficient use of invested resources.
