Nearly VND 5.9 Trillion Allocated for Highway Linking National Highway 51 to HCMC – Long Thanh – Dau Giay Expressway

On November 10-11, the Dong Nai Provincial People’s Council approved a resolution endorsing the investment policy for the construction of Huong Lo 2 (Section 2) from National Highway 51 to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway under the Public-Private Partnership (PPP) model.

Section 1 of the Huong Lo 2 project, nearly 2 km long, connects National Highway 51 to the An Hoa-Long Hung Road (Long Hung Commune). Despite nearly five years of construction, it remains incomplete.

The investment in completing Huong Lo 2 from National Highway 51 to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway aims to progressively enhance Dong Nai Province’s transportation network as per the provincial planning. Additionally, the province plans to develop a riverside road along the Dong Nai River to foster the growth of modern riverside megacities, promote socio-economic development, and alleviate traffic congestion on National Highway 51 by sharing the traffic load.

The Huong Lo 2 project spans approximately 15.5 km and is classified as a Group A project with a Grade 1 structure.

The project is divided into three sections: Section 1 runs from National Highway 51 to An Hoa 2 Bridge (nearly 2 km); Section 2 extends from An Hoa 2 Bridge to Vam Cai Sut Bridge (approximately 6.2 km); and Section 3 stretches from Vam Cai Sut Bridge to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway (around 7.5 km).

The technical infrastructure and transportation system will traverse the areas of Tam Phuoc, Long Hung, and An Phuoc wards/communes in Dong Nai Province. The project requires over 55.3 hectares of land and will impact approximately 244 households.

According to the proposal by the Dong Nai Provincial People’s Committee, the project will be implemented under the PPP model, with state budget funds sourced from land auction revenues to compensate investors. The Dong Nai Provincial People’s Committee is the authorized agency for project execution.

The investor responsible for preparing the project’s feasibility study report is Donacoop Infrastructure Investment Joint Stock Company.

Construction is expected to commence in 2025 and be completed by 2028. The project contract is anticipated to span approximately six years.

The project is divided into two sub-projects. Sub-project 1 focuses on compensation, resettlement support, and the construction of Huong Lo 2 (from National Highway 51 to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway), with a total investment of nearly VND 574 billion funded by Dong Nai Province’s public investment capital.

Sub-project 2 involves the construction of Huong Lo 2 (from National Highway 51 to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway) with a total investment exceeding VND 5,315 billion. This sub-project will be implemented under the PPP model using a Build-Transfer (BT) contract, with payments made from the state budget.
