Unlocking New Capital for the Gia Nghĩa-Bảo Lộc-Phan Thiết Expressway Project

The Gia Nghia – Bao Loc – Phan Thiet Expressway project, proposed by the consortium of Trung Nam Group, Indel Corp, and Trung Nam E&C, is set to revolutionize connectivity in Vietnam’s South Central Coast and Central Highlands regions. With an estimated investment of VND 36.34 trillion (approximately USD 1.5 billion), this 140-kilometer, four-lane expressway is designed for speeds of 100-120 km/h, linking key economic and tourism hubs.

The consortium has submitted a proposal to Lam Dong Province and the Prime Minister, outlining a public-private partnership (PPP) model. The funding structure includes 70% government support (over VND 25.4 trillion) and 30% investor-raised capital (approximately VND 10.9 trillion). Construction is slated for 2026-2028, with a 20-year toll period to recoup investments.

Dr. Tran Van The, Chairman of Indel Corp’s Board of Directors, confirmed that the consortium has secured additional credit facilities for the project. Notably, Vietnam Prosperity Joint Stock Commercial Bank (VPBank) has pledged VND 4.767 trillion, while Tien Phong Commercial Joint Stock Bank’s Bac Ninh branch has approved VND 2 trillion in credit.


Earlier, on October 27, 2025, the Vietnam Development Bank’s Transaction Office I (SGDI) agreed in principle to provide VND 7.63 trillion in state investment credit. Additionally, Techcombank’s Dong Do branch expressed interest in arranging VND 4.766 trillion in credit for the project.

The consortium has partnered with Tedi South, a leading transportation design consultancy, to initiate the pre-feasibility study. The expressway will connect the Vinh Hao – Phan Thiet Expressway (with a branch to Phan Thiet City) at its starting point and intersect with the Buon Ma Thuot – Gia Nghia Expressway (as planned), linking to Gia Nghia via National Highway 14.

Upon completion, the expressway will significantly reduce travel time between coastal and highland areas, alleviate congestion on National Highways 20 and 28, and enhance connectivity with major routes like the Dau Giay – Lien Khuong and Vinh Hao – Phan Thiet Expressways.

Beyond improving infrastructure, the project aims to become a “scenic expressway,” a model adopted globally to integrate transportation with tourism, landscapes, and eco-services. Along the route, rest stops, service centers, and eco-tourism connections will be developed, creating a seamless experience that boosts tourism in Binh Thuan, Lam Dong, and Dak Nong provinces—regions rich in natural resources but lacking integrated infrastructure.
