The Hanoi People’s Committee has issued Decision No. 5398 approving the Planning Task for the Olympic Sports Urban Subdivision – Zone B, at a scale of 1:2000.
The planning area falls within the administrative boundaries of Thuong Tin, Tam Hung, Thuong Phuc, and Dan Hoa communes. It is bordered to the north by Ring Road 4, to the south by the administrative boundary of Dan Hoa and Thuong Phuc communes, to the east by the North-South high-speed railway, and to the west by National Highway 21C.
The total planning area for the Olympic Sports Urban Subdivision (1:2000 scale) covers approximately 16,081 hectares, with Zone B spanning around 4,560 hectares. The planning period extends to 2045, with a vision to 2065.
The area will feature diverse land uses, including sports facilities, residential areas (existing and planned), technical infrastructure hubs, mixed-use developments, urban public services, high school campuses, urban public green spaces, specialized green areas, historical and religious sites, defense and security areas, water bodies, transportation networks, non-urban technical infrastructure, and agricultural land.
The Architecture and Planning Project Management Board (under the Hanoi Department of Architecture and Planning) is responsible for organizing the planning process. The consulting unit will be selected through a standard designated procedure, in compliance with public procurement regulations.
The Hanoi Department of Architecture and Planning will conduct the appraisal, while the Hanoi People’s Committee will approve the plan. The project must be completed within nine months, as mandated by the city authorities.
The Hanoi People’s Committee has tasked the Department of Architecture and Planning with verifying and confirming the Planning Task for the Olympic Sports Urban Subdivision – Zone B, ensuring alignment with the approved decision. The department is also responsible for archiving related documents as required.
The Architecture and Planning Project Management Board is accountable for the accuracy of data, materials, and project timelines. They must collaborate closely with relevant departments, local authorities, organizations, and communities to ensure compliance with national and municipal regulations.

The subdivision’s boundaries are defined to the north by Phan Trong Tue Street, to the south by Ring Road 4, to the east by existing residential areas and the Ngoc Hoi Industrial Cluster, and to the west by the C4 Urban Subdivision.
