The 204 units mentioned above are part of the Ever Green 1 sub-zone. In previous years, the Department of Construction had also approved 874 units in the River Park 2 sub-zone (The Valencia), 576 units in the Sun Harbor 2 sub-zone (The Suite), 561 units in the Sun Harbor 3 sub-zone (The Elite 1), and 171 units in the Ever Green 1 sub-zone (The Grand Villas and The Stella) for commercial eligibility.
As of October 2025, a total of 2,386 properties within Novaland’s Aqua City urban area (HOSE: NVL) have been authorized for sales contracts.
The addition of over 200 new properties eligible for future development comes shortly after the former Bien Hoa City People’s Committee approved adjustments to the detailed 1/500 construction planning for the Aqua City project.
These adjustments are based on the Decision dated May 29, 2025, by the Dong Nai Provincial People’s Committee, approving the partial adjustment of the 1/5000 zoning plan for Sub-zone C4, as per the general plan for Bien Hoa City, Dong Nai Province, in Long Hung Commune and part of Tam Phuoc Ward, Bien Hoa City.
Following the approval of the 1/500 planning adjustments, the investor applied for and received approval for adjustments to the project’s investment policy on September 4, 2025.
Aqua City Urban Area, developed by Aqua City Company Limited—a subsidiary of Novaland—spans 110.34 hectares with a total investment of over 9 trillion VND.
Upon completion, the project will feature 2,085 low-rise residential units (including 231 garden villas, 1,151 townhouses, 203 semi-detached villas, and 500 detached villas) along inter-zone roads; a mixed-use apartment complex with 2,595 units; a commercial center, marina; and a 100-bed hospital.
Project timeline: The project is divided into three phases. Phase 1 (2017–2020) includes basic design documentation, construction drawings, building permits, site marking, land leveling, and infrastructure construction, as well as model homes and auxiliary works for construction and sales.
Phase 2 (2020–2025) involves technical infrastructure design documentation and the construction of infrastructure, residential units, model homes, and auxiliary works for construction and sales.
Phase 3 (2025–2030) focuses on completing remaining structures, including residential units, model homes, public facilities, and other works to support operations and project exploitation.
