Prime Minister Urges Swift Submission of Decree for 2% Interest Rate Support on Green Projects for Businesses

The Prime Minister has mandated the State Bank of Vietnam to submit a decree to the Government by November 2025, outlining guidelines for a 2% interest rate subsidy policy. This information is outlined in Official Dispatch No. 611/TB-VPCP dated November 11, 2025, summarizing the conclusions of Prime Minister Pham Minh Chinh, Head of the Steering Committee, at the second meeting of the National Steering Committee for the Implementation of Resolution No. 68-NQ/TW of the Politburo.

The dispatch notes that after nearly six months of implementing Resolution No. 68-NQ/TW dated May 4, 2025, issued by the Politburo on the development of the private economy, initial positive results have been achieved. Ministries, sectors, and localities have completed the formulation of specific action plans to concretize the tasks assigned in Resolutions No. 138/NQ-CP and No. 139/NQ-CP. They have proactively and vigorously implemented these tasks. Policy institutionalization has reached over 67%, and many tasks scheduled for completion by 2026 have been finalized in 2025. The number of businesses entering and re-entering the market has grown robustly, with a notable increase in the number of business households upgrading to enterprise status. The business community and associations have actively responded, proposing numerous specific policies to concretize Resolution No. 68-NQ/TW.

Prioritize full allocation of financial and human resources to ensure timely and high-quality implementation of Resolution No. 68-NQ/TW

With only two months left until the end of the year and a substantial workload remaining, the Prime Minister has urged ministries, sectors, localities, agencies, and the business community to focus intensely, harness proactive and creative spirits, foster unity and responsibility, and vigorously implement the tasks and solutions outlined in Resolution No. 68-NQ/TW. Key areas of focus include:

Ministries, sectors, and localities should continue to lead, direct, and organize comprehensive communication and thorough understanding of Resolution No. 68-NQ/TW, along with government action programs, policies, and laws on private economic development, among all officials, civil servants, public employees, workers, businesses, and entrepreneurs. This aims to foster consensus and consistency regarding the position and role of the private economy.

Regarding resource allocation for Resolution implementation, the Prime Minister has directed:

Ministers, heads of ministerial-level agencies, government-attached agencies, and chairpersons of provincial people’s committees to prioritize full allocation of financial and human resources for implementation. They must vigorously direct, regularly inspect, urge, and monitor the execution of the Resolution implementation plan to ensure adherence to timelines and quality standards.

The Ministry of Finance is tasked with ensuring funding for the implementation of policies and support programs for businesses and business households from the central budget, prioritizing funding for programs and projects specified in the Resolution.

Localities should proactively allocate and integrate funding to support businesses and business households in accordance with the policies outlined in Resolution No. 68-NQ/TW of the Politburo and Resolution No. 198/2025/QH15 of the National Assembly for implementation in their respective areas.

Ministries, sectors, and localities are urged to expeditiously study proposals from private enterprises regarding participation in major national projects. They should facilitate the implementation of feasible projects to contribute to the country’s growth goals, with attention to addressing urgent and critical issues such as social housing. Ministries, sectors, and localities should enhance task delegation and contracting to businesses while preventing lax management, negativity, and controlling the emergence of administrative procedures.

Complete the construction of the Land Database connected to the National Data Center by December 2025

Additionally, ministries and sectors assigned tasks to be completed in 2025 under Resolutions No. 138/NQ-CP and No. 139/NQ-CP must finalize these tasks on schedule and ensure quality. Programs and implementation content for each program should be developed following the “6 Clears” principle: clear responsibilities, tasks, timelines, products, authorities, and implementation plans to facilitate the private sector as soon as possible. Specific details include:

The Ministry of Finance is to submit to the Government and the Prime Minister by November 2025: a Decree guiding the policy of 2% interest rate support per year through non-budget state financial funds for businesses borrowing capital to implement green and circular projects and apply environmental, social, and governance (ESG) standards; a Decree on the pilot mechanism for circular economic development; a Decree on the operation of the Small and Medium Enterprise Development Fund; a program to train 10,000 CEOs; and a program to develop 1,000 exemplary and pioneering enterprises.

The Ministry of Agriculture and Environment is to complete the construction of the Land Database connected to the National Data Center and issue regulations on management, operation, and exploitation by December 2025. They are also to submit to the Prime Minister a Decision guiding the identification of green and circular projects applying ESG standards by November 2025.

The State Bank of Vietnam is to submit to the Government by November 2025 a Decree guiding the policy of 2% interest rate support for businesses borrowing capital to implement green and circular projects applying ESG standards through commercial banks.

The Ministry of Justice is to submit to the Prime Minister by December 2025 a Program for inter-sectoral legal support for small and medium enterprises and business households.

The Ministry of Industry and Trade is to submit to the Government and the Prime Minister by November 2025: a Decree amending and supplementing Decree No. 75/2019/NĐ-CP on administrative penalties in the field of competition; a Decree amending and supplementing Decree No. 32/2024/NĐ-CP on industrial cluster management and development to add mechanisms and policies for localities to allocate at least 20 hectares per industrial cluster or 5% of the total land area with invested infrastructure for high-tech enterprises, small and medium enterprises, and innovative startups to lease; and a Program to support businesses in expanding into international markets (Go Global).

The Ministry of Culture, Sports, and Tourism is to submit to the Prime Minister by December 2025 a Project on business ethics and cultural standards aligned with national identity and incorporating global business culture excellence.

Assess the impact of Resolution No. 68-NQ/TW on the private economy, clarifying its effects on each beneficiary group

The Prime Minister has assigned the Ministry of Finance, the Standing Agency of the Steering Committee, to:

Take the lead in coordinating with ministries, localities, and relevant agencies to clearly define completion deadlines by month for tasks assigned to agencies with completion deadlines in 2026 under Resolutions No. 138/NQ-CP and No. 139/NQ-CP. This will provide a basis for monitoring and quarterly reporting to the Steering Committee on progress and completion status, with reports sent to the Government Office for coordination and supervision.

Evaluate the impact of Resolution No. 68-NQ/TW on the private economy, specifically clarifying the impact of each task on beneficiary groups, including business households, micro-enterprises, small enterprises, medium enterprises, and large enterprises. A report is to be submitted to the Prime Minister at the next meeting of the Steering Committee.

Regarding the Monitoring and Evaluation System for the implementation of Resolution No. 68-NQ/TW, the Ministry of Finance is to incorporate feedback from Steering Committee members, finalize, and deploy the system immediately. They are to collaborate with the Private Economic Development Research Board to integrate indicators for monitoring, evaluating, and determining the level of business environment transparency in Vietnam into the system, completing this by November 15, 2025.

The Ministry of Finance is to provide comprehensive information and usage guidance for the Monitoring and Evaluation System to Steering Committee members by November 15, 2025, and support members in using the system. They are also to research upgrades, integrate additional specialized indicators, and apply Artificial Intelligence (AI) technology to the system for analysis, forecasting, and better management and direction of Resolution No. 68-NQ/TW implementation.

The Minister of Finance and Steering Committee members are to utilize the Monitoring and Evaluation System in their leadership and management roles, proactively identifying and proposing to the Prime Minister and the Head of the Steering Committee necessary actions to enhance the effectiveness of Resolution No. 68-NQ/TW implementation.

Additionally, the Vietnam Chamber of Commerce and Industry, the Vietnam Association of Small and Medium Enterprises, and the Private Economic Development Research Board are to continue enhancing their roles in supporting businesses and providing effective consultation and feedback to improve the legal framework related to business activities.

They are also to act as the voice of the business community, proactively collecting, synthesizing, and reflecting business and household feedback and proposals regarding the implementation of Resolution No. 68-NQ/TW. They should review and address any obstacles related to legal documents concerning the private economy and promptly submit recommendations to the Government and the Prime Minister.
