On November 11, according to Quang Ninh Newspaper, Mr. Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, personally inspected the progress of the Ha Long Xanh Urban Complex Project—one of the largest urban development projects in the country today.

Speaking at the meeting, the Provincial Party Secretary emphasized: Ha Long Xanh holds special strategic significance in the province’s socio-economic development orientation, contributing to the realization of the goal of making Quang Ninh a centrally-governed city by 2030 as per the Resolution of the 16th Provincial Party Congress.

Over the past period, Quang Ninh Province has provided strong leadership, resolving numerous issues related to planning adjustments, land material sources, and infrastructure connectivity, to create the most favorable conditions for project implementation.

The Provincial Party Secretary requested the Provincial People’s Committee, departments, and Ha An Ward to urgently complete land clearance for the remaining area and hand it over to the investor. Relevant agencies must finalize on-site land handover procedures and documentation, ensuring the project commences on December 19, 2025.

Specifically, he tasked relevant units with studying a synchronized multi-modal transportation connectivity plan, including rail, road, and sea routes—maximizing the strategic location advantages of the project area. This will serve as a central hub for multiple key transportation routes, including the North-South high-speed railway expected to pass through this area.

Alongside the Ha Long Xanh project, the Provincial Party Secretary directed accelerating the progress of urban and industrial infrastructure projects, ensuring clean land funds in industrial zones and clusters to attract more strategic investors, driving sustainable economic development in the coming period.

Vingroup’s Largest Project in History

Previously, Vingroup approved adjustments to the Ha Long Xanh Urban Complex Project in Quang Ninh Province, aligning it with actual conditions and project requirements.

Notably, the total investment was increased to over 456.6 trillion VND (approximately 18 billion USD), nearly double the 232 trillion VND announced in 2020. This marks the largest investment project in the corporation’s history to date.

The Ha Long Xanh Project commenced in October 2021, with a planned 10-year implementation period. Vincons Construction and Investment Development JSC (a Vingroup subsidiary) is responsible for executing all technical infrastructure, housing, and commercial facilities in the Ha Long sub-zone.

The project’s location is highly valued, bordered to the north by the Ha Long – Hai Phong Expressway, to the east and south by Hot River and Ha Long Bay, and to the west by Chanh River. Vingroup is also proposing a 350 km/h high-speed railway from Hanoi to Ha Long in this area.

Incorporating the Hanoi – Ha Long high-speed railway into planning not only revolutionizes transportation infrastructure between Quang Ninh and Hanoi but also directly enhances the value of the Ha Long Xanh mega-urban project—Vingroup’s largest investment to date.

With travel time from Hanoi to Ha Long reduced to just half an hour via high-speed rail, Quang Ninh enters a new development phase: transforming from a “destination-based tourism city” to an “expanded living space” for Hanoi residents.

High-speed connectivity will position Ha Long Xanh not just as a weekend getaway but as a magnet for a new intellectual and economic demographic: experts, investors, and high-quality workers previously constrained by travel distances.

The high-speed railway creates a “unified corridor” between Hanoi, Hai Phong, and Quang Ninh, with Ha Long emerging as a key service and residential hub, complementing Hai Phong’s industrial and logistics role and Hanoi’s political and administrative center.
