Hanoi is Exploring Comprehensive Support for Public Clean Energy Stations

According to Mr. Dao Viet Long, the establishment of a low-emission zone is not a standalone solution but a comprehensive approach tied to long-standing traffic congestion and air pollution issues. These challenges directly impact the quality of life for residents and the socio-economic development of the capital.

Among these efforts, transitioning from gasoline-powered motorcycles to electric ones is one of the most far-reaching initiatives, affecting millions of citizens. From the outset, Hanoi has emphasized meticulous preparation, particularly in legal frameworks, support mechanisms, accompanying infrastructure, and traffic management plans.

The Deputy Director of Hanoi’s Department of Construction stated that for the pilot implementation of a low-emission zone within the Ring Road 1 area (starting July 1, 2026), the department has prepared infrastructure for parking lots and electric charging/battery swapping stations.

Mr. Long noted that the department is researching the development of a charging station infrastructure system in residential areas, ensuring density and quantity as required (linked to Park and Ride parking locations). This includes finalizing standards and regulations for charging stations and power supply solutions for the charging network.

According to the Department of Construction’s leadership, the city is considering comprehensive support for investors in public clean energy stations. This policy includes a 30% interest subsidy, 50% land clearance cost support, and a 100% land rent exemption for the first five years for approved projects. Administrative procedures related to charging station investments will also be streamlined and simplified to the maximum extent.

“It’s clear that the proposed infrastructure support policy not only reassures businesses investing in charging stations but also ensures that residents and transport companies transitioning to clean energy will always have convenient access to charging and energy points for daily use,” said Mr. Long.

Public Charging Infrastructure Cannot Be Built on a Monopoly Model

Regarding the development plan for charging infrastructure, the Deputy Director of the Department of Construction stated that the department has reviewed and compiled 110 potential locations across various land types and areas, primarily within the Ring Road 3. Most locations are suitable, but the main challenge lies in the lack of comprehensive regulations from central agencies regarding charging stations.

The Department of Construction has reported plans for pilot installations at licensed parking lots and suitable surveyed locations to proactively prepare infrastructure. After evaluating the pilot phase, the city will expand the model to other suitable locations based on demand and infrastructure conditions.

Simultaneously, the department is working on proposals to establish a battery swapping system for two-wheeled electric vehicles. This includes hiring consultants to survey, categorize, and develop a comprehensive plan for charging stations and battery swapping cabinets across the urban area. A full set of criteria will be established to prepare bidding documents and select suitable investors post-pilot phase.

“Only with a robust, clear, and consistent transition program will the private sector confidently invest in charging infrastructure. The government will play a facilitative role by creating legal frameworks, standardizing designs, and allocating land, while the market and businesses will be the primary drivers of infrastructure development,” emphasized Mr. Dao Viet Long.

Providing additional details on the draft Green Transportation Transition Resolution, the Deputy Director of the Department of Construction stressed that the draft clearly states public clean energy stations will be shared-use facilities. As public infrastructure installed on public land or state-managed public spaces, these stations are accessible to all citizens, regardless of vehicle brand or investor.

Charging stations must be compatible with various vehicle types and manufacturers, ensuring equal access to public services.

Additionally, the draft Resolution mandates that all public clean energy stations strictly adhere to national and international technical standards and regulations, ensuring electrical safety, load capacity, and fire prevention, especially in densely populated residential areas.
