Prime Minister Pham Minh Chinh Attends $1.4 Billion LNG Power Plant Inauguration

The newly inaugurated Nhon Trach 3 and 4 LNG Power Plants set new benchmarks in technology, scale, and implementation speed, marking a significant milestone in energy infrastructure.

On December 14th, at the Ong Keo Industrial Park in Dai Phuoc, Dong Nai, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the NLG Nhon Trach 3 and Nhon Trach 4 gas-fired power plants, marking a significant milestone in celebration of the 14th National Party Congress.

The event was organized by the Vietnam Oil and Gas Group (Petrovietnam) and the PetroVietnam Power Corporation (PV Power), with attendance from leaders of various ministries, sectors, and central agencies.

In his address, Prime Minister Pham Minh Chinh emphasized that the completion of these plants is a crucial step toward ensuring energy security—a strategic foundation for rapid and sustainable development, meeting the demands of growth in the new era.

Despite numerous challenges, the project’s success reflects the collective effort and pioneering spirit of state-owned enterprises, achieving several notable milestones: the lowest investment cost, largest scale, most advanced technology, highest capacity, shortest EPC contract negotiation period, and most competitive commercial electricity pricing.

The Prime Minister highlighted unprecedented challenges, such as the project’s commencement during the COVID-19 pandemic. This project also serves as a model for securing international financing without government guarantees, signaling to foreign investors that government backing is not required.

Additionally, the project was executed amidst the absence of a mechanism for pricing LNG in electricity costs and long-term power purchase agreements, despite differing opinions. Nevertheless, it successfully balanced interests and shared risks.

According to the Prime Minister, this exemplary project overcame all obstacles, ensuring timely completion, safety, and satisfactory resettlement for affected communities. It demonstrates Petrovietnam’s growth and strength.

Mr. Le Nhu Linh, CEO of PetroVietnam Power Corporation, proudly announced the completion of Vietnam’s first LNG power projects, boasting the largest capacity and most advanced technology.

The project met all stringent EPC contract requirements and adhered to the Power Master Plan 8 schedule, without exceeding the approved investment budget.

“Today, the dedication and aspirations of PV Power, along with the expectations of our leaders, have materialized. The Nhon Trach 3 and Nhon Trach 4 power plants are ready for commercial operation starting today,” stated Mr. Le Nhu Linh.

Meanwhile, Petrovietnam Chairman Le Manh Hung noted that the Nhon Trach 3 & 4 LNG power projects are Vietnam’s first major electricity initiatives using LNG, featuring next-generation turbines with over 62% efficiency.

With these projects operational, Petrovietnam now operates 12 power plants with a total installed capacity of 8,249 MW, accounting for 9.3% of the national total and over 10% of the country’s electricity output.

Mr. Hung emphasized that LNG-fueled plants lay the groundwork for Petrovietnam to develop additional LNG power hubs nationwide, ensuring energy security, economic growth, and contributing to the goal of net-zero emissions by 2050.
