Unveiling the Hong River Scenic Avenue: A $37 Billion Mega-Project Launches on December 19th

The Red River Scenic Avenue project, spanning from Hong Ha Bridge to Me So Bridge, is a transformative investment initiative covering 19 administrative wards and communes. With a preliminary total investment of approximately 855 trillion VND, this landmark development is slated for completion by 2030.

On the morning of December 14th, during the 29th specialized session of the 16th Hanoi People’s Council (term 2021-2026), a resolution was passed approving the investment policy for the Red River Scenic Boulevard project in the capital city.

This is a massive-scale investment project of significant importance, contributing to the development of the capital, the Red River Delta region, and the entire nation. It aims to create the “Red River Miracle,” fostering robust infrastructure, economic, and urban growth in Hanoi, with a target GDP growth rate of 11% or higher from 2026 to 2030.

The Red River Scenic Boulevard project spans the area along the Red River, from Hong Ha Bridge to Me So Bridge, covering 19 wards and communes within Hanoi’s administrative boundaries.

On the right bank of the Red River, it passes through 12 wards and communes: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, and Hong Van. On the left bank, it traverses 7 wards and communes: Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, and Bat Trang.

The project covers approximately 11,000 hectares, including an 80-kilometer transportation boulevard, a 3,300-hectare landscape and entertainment park, and 2,100 hectares designated for urban redevelopment through land clearance.

Additionally, the project includes an underground metro line on the right bank of the Red River. This metro line aims to seamlessly integrate with the city’s future urban rail network, which will be developed as an underground system.

The preliminary total investment for the project is approximately 855 trillion VND, with completion expected by 2030.

The Red River Scenic Boulevard project is slated to commence construction in unison with other national projects on December 19, 2025, in celebration of the 14th National Party Congress. This synchronized launch aims to generate momentum for a vibrant start to 2026, targeting double-digit economic growth and transforming the landscape along both banks of the Red River.
