According to Mr. Vu Dang Minh, following the instructions of General Secretary To Lam and the Central Committee, the Government’s Steering Committee has assigned the Ministry of Home Affairs to research and develop a strong and superior mechanism for the basis of arranging and streamlining the contingent of officers and civil servants.

The Chief of Staff of the Ministry of Home Affairs assessed that this is a sensitive, complex, and socially impactful policy issue, requiring swift action. Therefore, the Ministry of Home Affairs is drafting this decree. Currently, they are urgently conducting impact assessments and thoroughly researching multiple dimensions to ensure the feasibility of the policy upon issuance. It aims to provide appropriate mechanisms and policies to address the wishes and needs of officers and civil servants who no longer wish to work in the government apparatus.

At the same time, there must be a mechanism to retain talented individuals and ensure the principle of building a civil service foundation: retaining talented people in the civil service and attracting talented individuals from within the country and internationally into the civil service. The policy must be fundamentally and comprehensively addressed, ensuring a correct impact assessment to provide a political and legal basis for the arrangement.

The representative from the Ministry of Home Affairs informed that the draft decree is being processed according to the procedure, seeking the opinion of the Government’s Steering Committee, and then submitting it to the Central Steering Committee and the Politburo before presenting it to the Government for consideration and approval through an expedited process. This will ensure the immediate implementation of the policy, in sync with the arrangement schemes. Currently, the Ministry of Home Affairs is working “day and night” with other ministries and sectors to develop arrangement schemes, with the spirit of “running and queuing at the same time.”

Mr. Minh added that the Ministry of Home Affairs and the Ministry of Labour, Invalids, and Social Affairs finalized their plan yesterday. Now, they only need to seek the opinion of the Government’s Steering Committee before proceeding with the arrangement schemes, including asset and personnel statistics, and developing plans upon approval from authorized agencies.

The Chief of Staff of the Ministry of Home Affairs also emphasized that while ensuring a streamlined and improved quality of officers and civil servants, it is crucial to stabilize the apparatus for development and address the legitimate aspirations of officers and civil servants. Prioritizing and arranging individuals with superior qualifications, ethics, and abilities is essential.

Those with extensive experience, deep industry knowledge, and specialized expertise in unique fields should be retained to serve the civil service. Simultaneously, it is imperative to ensure mutual agreement between both parties. When officers, civil servants, officials, and employees wish to retire under this policy, they must express their desire and obtain the consent of the head of the agency or unit.

“The policy must be fundamentally and comprehensively calculated to achieve the goal of streamlining the apparatus while restructuring and improving the quality of officers and civil servants. After this policy, we will have a contingent of officers and civil servants with sufficient ethics, qualifications, and abilities to meet the requirements of the new apparatus. This is the task set for the Ministry of Home Affairs at this time.”

“Regarding the arrangement and organization of the apparatus, the Ministry of Home Affairs accompanies the ministries to obtain the plan and submit it to the competent authority for consideration from now until the end of December. At the same time, we will carry out numerous tasks after the approval of these schemes, related to headquarters, personnel…, ensuring uninterrupted work, no impact on socio-economic development, and a continuous, seamless, synchronized, and effective administration”, the representative of the Ministry of Home Affairs stated.
