At the talks, Prime Minister Pham Minh Chinh respectfully conveyed the cordial greetings of General Secretary To Lam, President Luong Cuong, National Assembly Chair Tran Thanh Man, and Standing Member of the Party Central Committee’s Secretariat Tran Cam Tu to General Secretary and President Xi Jinping and other Chinese leaders.

Prime Minister Pham Minh Chinh affirmed that General Secretary and President Xi Jinping’s recent visit to Vietnam was a new milestone of historical and strategic significance for the development of the relations between the two Parties and the two countries.

Highlighting the importance of the first meeting between the two Prime Ministers following the visit, Prime Minister Pham Minh Chinh affirmed the Vietnamese Government’s and his own readiness to closely coordinate and maintain regular exchanges with the Chinese Government and Premier Li Qiang, promptly and effectively implementing the high-level common perceptions between the two General Secretaries.

The Prime Minister suggested maintaining regular high-level exchanges, vigorously promoting economic, trade, and investment cooperation, while also prioritizing the promotion of balanced trade, and expanding cooperation in science, technology, and innovation so that these areas become bright spots and new driving forces in bilateral relations.

The Prime Minister proposed prioritizing the promotion of railway cooperation, with a determination to commence the Lao Cai-Hanoi-Hai Phong route in 2025.

The Prime Minister also requested the Chinese side to pay attention to providing preferential credit support, technology transfer, and human resource training.

Premier Li Qiang congratulated Vietnam on the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the establishment of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam), and the 50th anniversary of the liberation of South Vietnam and national reunification.

Premier Li Qiang respectfully conveyed the cordial greetings of General Secretary and President Xi Jinping to General Secretary To Lam and other Vietnamese leaders, expressing his appreciation for the cordial and solemn reception with the highest rituals that the Vietnamese Party and State arranged for General Secretary and President Xi Jinping’s recent visit.

Agreeing with the cooperation priorities mentioned by Prime Minister Pham Minh Chinh, Premier Li Qiang affirmed the Chinese Government’s determination and readiness to work with the Vietnamese Government to implement and concretize the common perceptions between the highest leaders of the two Parties and the two countries, enhance strategic exchanges, consolidate political trust, and promote substantive cooperation to achieve specific progress, especially in areas of shared concern such as trade, high-quality investment, and railway connectivity.

The two Prime Ministers exchanged views and reached a common understanding on continuing close coordination with ASEAN countries to maintain peace and stability in the region, as well as promoting the early achievement of an effective and substantive COC in accordance with international law and the 1982 UNCLOS. On this occasion, the two leaders also exchanged views on some international issues of mutual concern.
