The Quang Ninh LNG Gas Power Plant project spans approximately 110 hectares, with 68.7 hectares of sea area and 41.12 hectares of land to be reclaimed, impacting 13 households and 6 organizations. As a pivotal energy project, it is expected to significantly contribute to energy security and economic development in Quang Ninh province.
Over the past period, Cuong Ong Ward has completed land clearance for over 1.7 hectares. However, some households and organizations have yet to hand over their land, particularly in the Phase I area of the project. Simultaneously, local authorities are processing land origin verification for 5 households and 4 organizations in the Phase II planning area.
In response, on September 17, 2025, the People’s Committee of Cuong Ong Ward issued 9 land reclamation decisions targeting 8 households and 1 organization, establishing a Land Reclamation Board to ensure project implementation stays on schedule.
This enforcement is a critical step to secure cleared land, resolve land clearance challenges, and accelerate construction of the Quang Ninh LNG Gas Power Plant.
Quang Ninh’s First Gas Power Project: Transitioning from “Brown” to “Green” Growth
The Quang Ninh LNG Gas Power Plant, led by the consortium PV Power – Colavi – Tokyo Gas – Marubeni, was approved by the Prime Minister for inclusion in the National Power Development Plan for 2011-2020, with a vision to 2030, via Document No. 1409 dated October 17, 2020.

As Quang Ninh’s first gas power project, it plays a vital role in transitioning the growth model from “brown” to “green,” reducing reliance on coal-fired power, which currently dominates the local energy mix.
Located in Cam Thinh Ward (Cam Pha City), the plant has a capacity of 1,500MW and a total investment of nearly VND 47.5 trillion (approximately USD 2.2 billion). The facility includes an LNG gas power plant, an LNG import terminal for 71,500 DWT vessels, two 100,000 m³ LNG storage tanks, a gas regasification system, a 3-3.5 km LNG pipeline, and a new 30 km 500kV transmission line connecting to the Quang Ninh 500kV substation.
Utilizing advanced combined-cycle gas turbine technology with over 62% efficiency, manufactured by global leaders such as GE (USA), Siemens (Germany), and Mitsubishi (Japan), the plant is projected to consume approximately 1.2 million tons of LNG annually.
Once operational, it will supply around 9 billion kWh of electricity per year to the national grid, contribute approximately VND 57.7 trillion to the local budget over 25 years, and create thousands of jobs during construction.
Beyond direct economic benefits, the project addresses the electricity shortage in northern Vietnam, where a 6,000MW deficit is anticipated between 2021-2030 due to delayed projects and underperforming solar and wind energy initiatives.
The inclusion of the Quang Ninh LNG project in the adjusted Power Plan VII aligns with Resolution No. 55 of the Politburo, positioning Quang Ninh as a new growth hub, a gateway for international economic cooperation, and a national energy center.
