Top 10 Priority Metro and Rail Projects for Ho Chi Minh City Post-Merger

Nine metro lines and the Thu Thiem - Long Thanh railway have been proposed as priority investment projects in Ho Chi Minh City post-merger, leveraging special mechanisms to expedite implementation.

The Department of Construction has proposed a prioritized list of urban railway projects to the Steering Committee for the Development of the Ho Chi Minh City (HCMC) Urban Railway System. This proposal is based on the city’s development needs following the merger with Binh Duong and Ba Ria – Vung Tau provinces.

Post-merger, HCMC’s urban railway network is planned to span approximately 1,012 km. This includes 12 lines totaling 582 km in the original HCMC, 12 lines covering 305 km in Binh Duong, and 3 lines extending 125 km in Ba Ria – Vung Tau.

According to the Department of Construction’s proposal, 10 metro and railway lines are prioritized for implementation between now and 2035. In the original HCMC area, these include: Metro Line 2 (48 km, comprising three sections: Ben Thanh – Tham Luong, Ben Thanh – Thu Thiem, and Tham Luong – Cu Chi); an extension of Metro Line 1 (Ben Thanh – An Ha, in the former Binh Chanh District); and Metro Line 3 (Hiep Binh Phuoc – An Ha, 45.8 km).

Additional lines consist of: Metro Line 4 (Dong Thanh – Tan Son Nhat Airport – Ben Thanh – Hiep Phuoc, 47.3 km); Metro Line 6 (Inner Ring Road, 53.8 km). A proposed railway line by investors, connecting central HCMC to Can Gio (over 48 km), is also prioritized for investment.

In the former Binh Duong province, prioritized projects include: Metro Line 1 (New Binh Duong City – Suoi Tien, 29 km) and Metro Line 2 (Thu Dau Mot – HCMC, nearly 22 km). In the former Ba Ria – Vung Tau province, Metro Line 3, linking Vung Tau – Ba Ria – Phu My, with potential extension to Long Thanh Airport, is recommended for priority implementation.

Another key project is the Thu Thiem – Long Thanh railway, included in the priority list (if HCMC is designated as the managing authority by the Prime Minister). This 48 km line will connect HCMC to Long Thanh International Airport in Dong Nai.

Based on these objectives and project priorities, the Department of Construction also proposes adjustments to the list to benefit from special mechanisms and policies, accelerating implementation progress.

According to the city’s goals, the first project to break ground by the end of this year is the 11 km Ben Thanh – Tham Luong section of Metro Line 2. This line will also be implemented under new special policies, serving as a model for other projects. For the remaining projects, HCMC aims to complete compensation, support, and resettlement by 2027, commence construction between 2027-2028, and achieve completion by 2035.

To date, HCMC has only one operational metro line: the 19 km Ben Thanh – Suoi Tien section of Metro Line 1. This electric train service, launched in late 2024, significantly meets public transportation demands, currently serving over 53,000 passengers daily.
