On July 1st, the first official working day of the two-level local government model, Ho Chi Minh City People’s Committee Chairman Nguyen Van Duoc surveyed the Public Administration Service Center and worked with the Party Committee and authorities of Di An ward.
Di An is the most populous ward in the newly-established Ho Chi Minh City, formed by merging the former Di An and An Binh wards, along with several neighborhoods from Tan Dong Hiep ward. The new Di An ward has an area of approximately 21.38 km² and a population of 227,817 people.
Reporting to the working group, Ms. Tran Thi Thanh Thuy, Chairman of Di An Ward People’s Committee, shared that the staff at the Public Administration Service Center had undergone thorough training to ensure smooth operations.

The ward also proactively allocated funds to upgrade the internet speed to handle the initial high demand and prevent network congestion.
To ensure smooth and efficient administrative procedures, Ms. Thuy proposed that the city leaders assign additional staff to the ward.
Moreover, with a large population, the ward’s Public Security Command currently has only 44 officers, which is insufficient for maintaining security and order. Therefore, she suggested reinforcing the ward’s public security force.
Mr. Nguyen Van Loi, Head of the Ho Chi Minh City National Assembly Delegation, emphasized that the two-level local government model should aim to bring greater happiness to the people, especially as they are now citizens of a supercity and deserve better services.

“This can be easily achieved by allocating 10 minutes in the morning and another 10 minutes in the afternoon for officials to interact with the people undergoing administrative procedures at the Public Administration Service Center to understand their needs,” Mr. Loi noted.
Mr. Loi also informed that the former Binh Duong province had allocated a budget of VND 300 million for each ward and VND 200 million from the Provincial Party Committee’s reserve fund to ensure the best conditions for the Public Administration Service Centers. He emphasized that the budget should prioritize investing in the centers’ infrastructure and human resources.
Chairman Nguyen Van Duoc highly appreciated the Party Committee and authorities of Di An ward for their efforts in implementing the two-level local government model. He acknowledged that Di An ward inherited the impressive development achievements of the former Binh Duong province, known for its dynamism and impressive indicators. Therefore, Di An ward must build on this foundation, overcome challenges, and strive to successfully fulfill its tasks.
Chairman Duoc emphasized the Party and State’s philosophy of measuring success by the people’s satisfaction and consent. He instructed that the ward must improve its performance compared to the pre-merger period and ensure smoother and more efficient services.

“With digitization, we must improve and provide better services to the people, offering more convenience. Even people in Hanoi, Danang, or Ca Mau should be able to submit their documents in Ho Chi Minh City,” the City Chairman said.
Regarding the local government offices, Mr. Duoc stated that in the first phase, they would utilize the infrastructure of the central districts and counties. However, after July 1st, the wards and communes must choose suitable locations and develop well-planned headquarters. If they have modern and functional buildings that can effectively serve the people, they should expand and upgrade them; otherwise, they must construct new ones.
The City Chairman repeatedly emphasized the necessity of maintaining clean, airy, and air-conditioned environments in the Public Administration Service Centers. He suggested referring to Binh Tien ward as a model for establishing such centers.
Regarding serving the people and businesses, Mr. Duoc requested that the staff at the Public Administration Service Centers enhance their professionalism and public service ethics. He instructed them to be welcoming, enthusiastic, and efficient in their work, contributing to the overall development of Ho Chi Minh City.

Chairman Duoc asked the Department of Home Affairs to advise the city on administrative procedures. He particularly emphasized four critical tasks: managing people’s records and handling their procedures, internet connection, the 1022 portal, and especially the 1022 hotline, which will receive inquiries and provide answers to the people and businesses.
According to Chairman Duoc, any revolution demands sacrifices, and the revolution in streamlining the apparatus is no exception. It requires sacrifices in terms of interests and job positions, with some people returning to their families, some stepping back, and others having to relocate. However, so far, the Party and government at all levels have handled this well.
He asserted that the transition to the local government model is a mission and responsibility, and every party member, official, and leader must be prepared with a sense of public service, professionalism, expertise, and digital skills to overcome challenges.
Finally, Chairman Duoc encouraged the officials and leaders to keep their hearts warm and their heads cool in implementing the policies to strive to make Ho Chi Minh City one of the top 100 most livable cities in the world, as General Secretary To Lam envisioned.
