Politburo Directive: 100% Provincial Governors, Chief Judges to be Non-Locals

The Politburo and the Secretariat have mandated the implementation of a policy to ensure that 100% of key positions, including Chairpersons of Provincial People's Committees, Heads of Inspection Commissions, and Chief Judges of Provincial People's Courts, are held by individuals who are not native to the respective localities. This initiative must be fully executed by December 15, 2025.

On October 31, Tran Cam Tu, Standing Member of the Secretariat, signed and issued the Conclusion of the Politburo and the Secretariat regarding the status and results of the congresses of Party committees under the Central Committee for the 2025-2030 term, along with upcoming tasks (Conclusion 201-KL/TW).

During the meeting on October 31, the Politburo and the Secretariat reviewed a report from the Central Organizing Committee on the status and operational results of the political system and local authorities at two levels in October 2025.

The Politburo and the Secretariat expressed their agreement with the summary report on the congresses of Party committees under the Central Committee for the 2025-2030 term, as presented by the Central Organizing Committee.

The Politburo and the Secretariat commended Party committees, organizations under the Central Committee, and Party committees (especially the Central Organizing Committee, the Central Inspection Commission, and the Central Office of the Party) for their efforts and perseverance in overcoming challenges. They successfully advised and organized the congresses in accordance with Directive 45-CT/TW of the Politburo.

The Politburo and the Secretariat urged Party committees and organizations under the Central Committee to promptly undertake post-congress tasks and thoroughly prepare for the 14th National Party Congress, focusing on several key responsibilities.

They emphasized the urgent need to finalize and issue working regulations, full-term work programs, and action plans to implement congress resolutions.

Particularly, they stressed the importance of completing the appointment of committee members, standing committee members, deputy secretaries, and secretaries, as well as filling leadership positions in the People’s Councils, People’s Committees, and departments. This should be done according to personnel plans, ensuring democracy, objectivity, and proper procedures to foster consensus and promote unity, innovation, and creativity. This will drive competitive movements and create new momentum and trust in organizational actions.

Additionally, they called for the dissemination of congress resolutions to grassroots levels, immediately integrating them into daily life, with a focus on achieving and surpassing the 2025 targets.

The Politburo and the Secretariat also highlighted the need to comprehensively improve institutional frameworks related to the functions, tasks, powers, and organizational structures of agencies, units, and organizations within the political system to ensure rapid and sustainable national development.

They advocated for enhanced decentralization and delegation of powers, coupled with administrative procedure reforms to ensure efficiency and alignment with the two-tier local government system.

The conclusion emphasized, “Strictly implement new regulations on personnel work, especially performance evaluations, ensuring democracy, transparency, fairness, and objectivity. This should be an ongoing, multi-dimensional process with clear criteria linked to task effectiveness and results, evaluated through specific outputs.”

Notably, the Politburo and the Secretariat mandated the continued implementation of the policy to appoint 100% of provincial People’s Committee chairs, inspection committee heads, and court chiefs who are not from the local area. This must be completed by December 15, 2025.

They also called for strengthened public communication and opinion guidance; protection of internal political security and state secrets; defense of the Party’s ideological foundation; countering schemes and activities aimed at undermining the Party and the State; and refuting false and toxic information, especially online, related to congress preparations. Strict measures should be taken against violations.

Early Preparations for National Assembly and People’s Council Elections

In Conclusion 201, the Politburo and the Secretariat directed focused preparations for the 14th National Party Congress.

The Standing Committees of the Subcommittees are to gather feedback from Party congresses at all levels, National Assembly delegates, and various social groups, including intellectuals and scientists, to refine the Draft Documents for the 15th Central Committee Conference.

They are also to continue preparing personnel matters and other necessary conditions for the successful organization of the 14th National Party Congress.

The Politburo and the Secretariat further instructed the effective summarization of 2025 activities and the rollout of 2026 tasks, along with early preparations for the elections of National Assembly deputies for the 16th term and People’s Council members at all levels for the 2026-2031 term.
