Minister of Construction Sets Deadline for Completion of Two Expressways Through Cao Bang and Lang Son

The Minister of Construction has urged project investors and contractors to mobilize all available resources to ensure the timely completion and opening of two critical expressway projects in the Northeast region, specifically in Cao Bang and Lang Son, within this year.

On November 10th, a government delegation led by Minister of Construction Tran Hong Minh inspected the construction sites of two expressway projects in Cao Bang and Lang Son provinces: the Dong Dang – Tra Linh and Huu Nghi – Chi Lang routes.

Both projects, which began in early and mid-2024, connect to the Bac Giang – Lang Son expressway, forming part of a vital economic corridor. This network aims to enhance integration, trade, tourism, and investment in the Northeast region and beyond.

Contractors report that critical sections of the expressway are being expedited with scientific methods to meet the 2026 deadline. Safety and quality remain top priorities.

Minister Minh affirmed that current resources are sufficient for timely completion, emphasizing the need for optimized construction methods.

The Minister stressed that these projects are politically significant, reflecting the investors’ credibility. Completion by December 19th is imperative.

Stakeholders must collaborate intensively, deploying round-the-clock operations and maximizing dry weather conditions. Cao Bang province must expedite the disbursement of VND 5 trillion as planned.

Regarding land clearance delays in Lang Son, the Minister demanded resolution within a week, with potential escalation to the Prime Minister if unresolved. Despite challenges, contractors must strive for the December 19th deadline, reporting insurmountable obstacles to authorities.

Minister Minh also proposed posthumous honors for three engineers from the Dong Dang – Tra Linh project who perished in recent floods, recognizing their sacrifice for the nation’s development.

Both expressways are slated for completion this year.

Typhoons 10 and 11 caused VND 53 billion in damages, slowing progress despite contractors doubling manpower and equipment. The Dong Dang – Tra Linh project, deemed “critical among critical,” faces complex geology and flood-induced setbacks.

Heavy rains paralyzed construction, severing access and damaging infrastructure. Without extreme weather, key segments could have been completed early. The project includes 65 bridges, with critical structures at Km28, Km52, Km69, and Km79.

Currently, 276 work fronts are active with 3,332 workers and 1,500 machines, achieving 44% contract value (VND 4,988 billion). The Huu Nghi – Chi Lang route targets 54km completion, while Dong Dang – Tra Linh aims for 70km, with remaining bridges and embankments scheduled for pre-Lunar New Year completion.
