National Assembly Adopts Resolution on Socio-Economic Development Plan for 2026

Emphasizing that 2026 is a pivotal year, marked by the 14th National Party Congress, the election of deputies for the 16th National Assembly, and the People’s Councils at all levels for the 2026-2031 term, it also serves as the inaugural year for implementing the 2026-2030 Socio-Economic Development Plan. This year heralds a new era of robust growth and prosperity for the nation. The adopted resolution outlines the overarching goal: Prioritize fostering growth while maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Accelerate the development and synchronization of institutional frameworks, promptly and decisively removing bottlenecks to unleash and mobilize all resources. Swiftly stabilize organizational structures, building a lean, efficient, and effective administrative system.

Enhance strategic autonomy and innovate the development model, focusing on establishing a new growth model driven by science, technology, innovation, and digital transformation. Restructure the economy, advance industrialization and modernization, and integrate efficient cost-benefit analysis into national development. Improve productivity, quality, resilience, and competitiveness of the economy. Achieve comprehensive and breakthrough advancements in socio-economic infrastructure, effectively leveraging new development spaces.

Focus on developing a high-quality workforce. Foster cultural and social development in harmony with economic growth, prioritizing social welfare and improving living standards. Efficiently manage and utilize resources, protect the environment, and proactively adapt to climate change. Steadfastly combat corruption, waste, and negativity.

Proactively communicate policies, “using positivity to counter negativity” and “using beauty to eliminate ugliness,” fostering momentum and public trust. Enhance the effectiveness of public relations and consensus-building. Strengthen national defense, security, and sovereignty protection, maintaining political stability and social order. Deepen international integration and diplomacy for substantial and effective outcomes.

Target GDP Growth of 10% or Higher

From the overarching goal, specific targets are set: Aim for a GDP growth rate of 10% or higher. Achieve a per capita GDP of $5,400-$5,500. Increase the share of manufacturing and processing in GDP to approximately 24.96%. Maintain an average consumer price index (CPI) growth rate of around 4.5%. Achieve an average labor productivity growth rate of about 8.5%. Reduce the agricultural labor force share to around 25.3%. Increase the proportion of certified workers to approximately 29.5%.

Keep urban unemployment below 4%. Reduce the poverty rate (multidimensional poverty line) by 1-1.5 percentage points. Achieve 15.3 doctors per 10,000 people. Provide 34.7 hospital beds per 10,000 people. Ensure 95.5% health insurance coverage. Attain a minimum of 15% of communes meeting new rural standards (based on the 2026-2030 National Criteria for New Rural Areas)…
