The project is located in Bai Thom and Da Chong hamlets, Phu Quoc Special Zone, An Giang Province, divided into two zones. Zone 1, spanning over 26.5 hectares, is a luxury resort area in Hon Mot, offering health care services combined with high-end tourism and relaxation.
Zone 3 covers nearly 169.7 hectares, featuring a tourism, entertainment, and leisure hub with themed parks, residential areas, pedestrian streets, and plazas designed to connect people with the natural and coastal landscapes.
The residential area within Zone 3 houses approximately 6,000 residents, comprising 335 villas, 627 townhouses, and 538 social housing units.
The tourism zones (both Zone 1 and Zone 3) offer a total of 3,455 accommodation units, including 3,100 hotel rooms and tourist apartments, and 335 luxury villas. The daily capacity for tourists and staff is around 18,240 people.
Currently, long-term cropland covers nearly 85.4 hectares, and forestry land covers approximately 79.2 hectares, making up the majority of the project’s total land area. Additionally, the area includes social infrastructure such as schools and existing residential areas, primarily garden homes and seaside houses, which are small in scale and scattered along the length of the land.

The project aims to develop a comprehensive resort complex featuring luxury resorts, eco-tourism, tourism services, entertainment areas, and themed parks, positioning Bai Thom as a unique tourist destination in the northeastern part of the island. This initiative will contribute to Phu Quoc’s economic development.

The total investment for the project is approximately VND 33,897 billion (including VAT), with VND 981 billion allocated for compensation, support, and resettlement; VND 22,873 billion for construction; and the remainder for other expenses. The investor’s equity must be at least 15% of the total investment, equivalent to over VND 5,084 billion. The project timeline has not yet been announced.
According to the 5th amended investment registration certificate dated August 23, 2021, the project’s total investment is VND 9,810 billion. The implementation period is from Q4/2022 to Q2/2026.
The Enclave Phu Quoc complex eco-tourism, resort, and entertainment project is part of the detailed planning for the construction of an eco-tourism and residential zone in Bai Thom, covering over 342 hectares. This development includes luxury and eco-resorts, tourism services, marine sports, themed parks, residential areas, and craft villages.
Beyond Zones 1 and 3, Zone 2 spans approximately 142 hectares and is currently pending investment approval. Once the local authority approves the partial adjustment to the Phu Quoc Island Master Plan (rezoning agricultural land to tourism land), it will undergo detailed planning to connect with Zones 1 and 3, and investment approval will be considered.
Who is Enclave Phu Quoc?
Enclave Phu Quoc, formerly known as Xuan Thanh Phu Quoc JSC, was established on May 24, 2017, primarily operating in the real estate sector. Its initial charter capital was VND 250 billion, with ThaiGroup holding 98% and Mr. Trinh Van Quynh and Mr. Nguyen Van Tan sharing the remaining 2%. Mr. Tran Anh Tuan served as Director and legal representative.
As of November 2022, the company increased its capital to VND 416 billion, with Mr. Trinh Van Thiem as Chairman and legal representative. By December of the same year, the capital was raised to VND 500 billion.
In April 2024, Enclave Phu Quoc’s capital surged to VND 3.4 trillion, nearly seven times the previous amount, with the shareholder structure undisclosed. Notably, in the latest business registration update on November 7, 2025, the company has not announced further capital increases, despite the project requiring a minimum investor equity of 15% of the total investment, equivalent to over VND 5,084 billion.
According to the Q3/2025 financial report, Thaiholdings JSC (HNX: THD) invested VND 1,800 billion to acquire a 48% stake in ThaiGroup. Meanwhile, Mr. Vu Ngoc Dinh, a THD Board Member, currently serves as CEO of Enclave Phu Quoc.
