Khanh Hoa Advances Nha Trang – Da Lat Expressway Project, Finalizing Dossier for Prime Minister’s Approval
Recently, Vice Chairman of Khanh Hoa Provincial People’s Committee, Le Huyen, chaired a meeting to review the progress of the Nha Trang – Da Lat expressway project. This strategic transportation route connects the South Central Coast region with the Central Highlands, promising significant development breakthroughs for both Khanh Hoa and Lam Dong provinces.
According to the report from the Department of Construction, the Nha Trang – Da Lat expressway starts at Dien Tho commune (Dien Khanh district), directly linking with the Eastern North-South Expressway, and ends at the Darahoa intersection in Lam Dong province.
The entire route spans 80.8 km, with 44 km in Khanh Hoa and 36.8 km in Lam Dong. The project is designed for a one-time investment with a complete four-lane structure, and a road width ranging from 22 to 24.75 meters. The total investment exceeds 25 trillion VND, with construction costs nearing 18.9 trillion VND.
The project is expected to complete preparatory procedures in 2024-2025, break ground in 2026, and commence operations in 2028.
In 2024, both Khanh Hoa and Lam Dong Provincial People’s Committees submitted proposals to the Prime Minister, seeking approval for the expressway project under a public-private partnership (PPP) model, with a BOT contract including state capital participation. The Ministry of Finance and the Ministry of Construction have provided feedback, requesting clarifications on capital mechanisms, investment efficiency, and technical requirements for a comprehensive report to the Prime Minister.
Concluding the meeting, Vice Chairman Le Huyen assigned the Department of Construction as the lead agency to consolidate all content for the final report. The Department of Finance was tasked with reviewing and providing complete information on the capital plan, as well as advising on a document to Lam Dong Provincial People’s Committee regarding adjustments to the local capital ratio.
This week, the Department of Finance will meet with Son Hai Group, the proposed investor, to finalize the investor’s capital contribution ratio.
Urgent Need to Implement the Nha Trang – Da Lat Expressway Project
Previously, Khanh Hoa Provincial People’s Committee urged the Government to consider and approve the implementation of the Nha Trang – Da Lat expressway project before 2030. The province emphasized the urgent need for infrastructure development and enhanced regional connectivity between Khanh Hoa and Lam Dong, especially given the rapid socio-economic growth and the frequent landslides and overloading issues on the existing National Highway 27C.
Recently, a severe landslide occurred on Khanh Le Pass, the only road connecting Nha Trang and Da Lat, due to heavy rain. A passenger bus from Phuong Trang, with license plate 50H-531.14, traveling from Da Lat to Nha Trang, was hit by falling rocks and debris at Km45, resulting in severe damage.
The tragic accident caused six fatalities and injured 18 people, once again highlighting the dangers of the current route during the rainy season.
