During the 28th session, the Hanoi People’s Council adopted a Resolution issuing the List of Relocations for Industrial Production Facilities, Healthcare and Education Institutions, and Headquarters of Agencies and Units within the Central Urban Area. These relocations are deemed incompatible with the Adjusted Master Plan for Hanoi Capital until 2045, with a vision to 2065, under the authority of the City People’s Council (Phase 1).

Accordingly, Phase 1 will involve the relocation of 66 industrial production facilities, agency headquarters, and units. This includes 51 industrial production facilities and 15 agency headquarters and units. Currently, Thang Long Tobacco Company has relocated its factory from the prime location on Nguyen Trai Street, handing over the land for a new project and completing the production transfer to the Thach That – Quoc Oai Industrial Park.

Among the 42 proposed new industrial production facilities, several notable units include: Dong Xuan Knitwear One Member State-Owned Company; Viet Ha Beer Company; Viglacera Thanh Tri Ceramic Company; X20 Joint Stock Company; Rang Dong Light Bulb and Thermos Joint Stock Company… Rang Dong Light Bulb and Thermos Joint Stock Company is also subject to headquarters relocation. During the 1960s and 1980s, consumers, especially in the northern provinces, were familiar with thermoses, round light bulbs, fluorescent lamps, and car headlights (serving the resistance) under the Rang Dong brand. This was also the golden age of the brand when it had no competitors.

The Hanoi Beer Factory – Hanoi Beverage Joint Stock Company (HABECO) at 183 Hoang Hoa Tham, covering over 52,000 m2, is one of the enterprises set to relocate its headquarters from the inner city.

This location is still operational for production and product display. The predecessor of Habeco was the Hommel Brewery, built by the French in 1890. By 1958, Habeco produced the first beer bottle made by Vietnamese people, owned by Vietnamese people. Since then, Habeco’s products have become part of Hanoi’s culinary culture, loved by consumers both domestically and internationally.

Gia Lam Railway Factory – Hanoi Passenger Railway Transport Company, located at 551 Nguyen Van Cu, covers over 200,000 m2, including the company headquarters and vehicle repair workshops.

This land is planned for public use by the city. Gia Lam Railway Factory (now Gia Lam Railway Company) was established in 1905 under French colonial rule. It has produced iconic products cherished by generations of railway workers, such as the “Tu Luc” steam locomotive and the “Doi Moi” diesel locomotive.

Duc Giang Petroleum Warehouse on Duc Giang Street covers over 159,000 m2 and serves as a fuel storage facility.
