Recalling over 2,600ha of agricultural land
The People’s Committee of Hanoi has issued Decision No. 512/QD-UBND and Decision No. 516/QD-UBND approving the land use plan for 2024 of Hoang Mai District and Dong Anh District.
Accordingly, the People’s Committee assigns the People’s Committee of Hoang Mai District and the People’s Committee of Dong Anh District to organize the announcement and publicize the land use plan in accordance with the legal regulations on land; implement land recall according to the approved land use plan; organize inspections of land use plan implementation; timely detect and handle violations of land use plan; strengthen inspection and supervision of the land use plan implementation in order to ensure the feasibility of the 2024 land use plan; balance and determine sources of funding to implement the land use plan to ensure its feasibility; and organize the implementation of the land use plan closely, ensuring the compliance with the land use targets approved by the City People’s Committee.
At the same time, they are responsible for organizing the examination of conditions, scale, area, and compliance with land use planning, other related planning regarding each land plot recommended for change of land use purpose from agricultural land to residential land, ensuring compliance with regulations.
For Hoang Mai District, the total area of agricultural land allocated is over 686ha, and non-agricultural land is over 3,333ha. The land recall plan for all types of land in the district is 151.3ha for agricultural land and 105.7ha for non-agricultural land. The land use change plan for agricultural land to non-agricultural land is 153.5ha, and non-agricultural land to residential land is 38.8ha.
Regarding the list of projects included in the 2024 land use plan of the district, there are 142 projects with a total area of over 309.5ha.
In Dong Anh District, the allocated area of agricultural land is over 6,720ha, non-agricultural land is over 11,702ha, and unused land is nearly 145.4ha. The land recall plan for all types of land in the district is over 2,517.8ha for agricultural land and 785ha for non-agricultural land. The land use change plan for agricultural land to non-agricultural land is nearly 3,719.3ha, and the plan to put unused land into use in 2024 is 37.2ha.
According to the approved plan, the list of projects for 2024 in Dong Anh District includes 494 projects with an area of nearly 5,175.7ha.
Abandoned paddy fields for nearly 20 years
Regarding agricultural land in Dong Anh District, in the report responding to voters at the end of 2023, the People’s Committee of Hanoi stated that voters in Dong Anh District suggested the city to inspect and come up with measures to deal with the construction of the Cao Loi Port Tourism Area in Dong 6 mau, Hai Boi Commune, Dong Anh District, because the project has been allocated land for nearly 20 years but has not been used, resulting in wasted land resources.
In response to voters, the People’s Committee of Hanoi informed that, according to the report of the People’s Committee of Dong Anh District, the investor has paid for the land and some leased land of households annually. The investor has received the land but is currently only constructing fences, leaving it vacant without any construction work. The People’s Committee assigned the Department of Natural Resources and Environment to inspect, urge, and report to the People’s Committee.
Outside the fenced area of the project, there are cases of people pouring concrete, building workshops, digging ponds, and planting fruit trees without authorization.
In addition to the Cao Loi Port Tourism Area project, there are currently many land recall projects involving agricultural land in Dong Anh District that have been fenced but left unused, resulting in a waste of land resources.
There is also a situation where illegal landfilling of lakes and ponds and unauthorized conversion of land purposes occur, transforming public land and agricultural land into workshops, warehouses, temporary structures, which has been going on for many years…
