Results of the investigation into 3 political parties in Thanh Xuan after the mini apartment fire

On February 2nd, the Secretary of the Hanoi Party Committee, Dinh Tien Dung, chaired a meeting of the Party Standing Committee to review the results of inspections that revealed violations by three Party organizations: the Standing Committee of the Thanh Xuan District Party Committee, the Party Committee of the Thanh Xuan District Police, and the Party Committee of the Khuong Dinh Ward (Thanh Xuan District) for the 2015-2020 and 2020-2025 terms.

In its review, the Hanoi Party Standing Committee found that the Standing Committee of the Thanh Xuan District Party Committee, the Party Committee of the Thanh Xuan District Police, and the Party Committee of the Khuong Dinh Ward, for the 2015-2020 and 2020-2025 terms, as well as relevant party members, had violated the working regulations, lacked responsibility in leadership, guidance, inspection, and supervision of the implementation of resolutions, directives, regulations, and conclusions of the Central Committee and the city regarding fire prevention and fighting and construction order management.

According to the Hanoi Party Standing Committee, the above-mentioned Party organizations and members violated the state management regulations on fire prevention and fighting and construction order management. Many projects violated fire prevention and fighting and construction order management regulations but were not properly handled and persisted for a long period without thorough correction. There was no resolute measure to deal with the violations.

In particular, the serious violations in construction order management and fire prevention and fighting were found in the investor of the building at No. 37, Alley 29/70, Khuong Ha Street. This was also one of the main causes of the fire incident on the night of September 12, 2023, causing particularly serious consequences with 56 deaths and many injuries, causing public outrage and negatively affecting the reputation of the Party organization and local authorities, to the extent that accountability review, responsibility assessment, and disciplinary action were necessary.

On the night of September 12, 2023, there was a fire at a mini-apartment building exceeding the allowed number of floors in Khuong Dinh Ward, causing 56 deaths. Immediately after that, the Hanoi Party Standing Committee established an inspection team to examine the violations by three party organizations for the 2015-2020 and 2020-2025 terms, including the Standing Committee of the Thanh Xuan District Party Committee, the Party Committee of the Thanh Xuan District Police, and the Party Committee of the Khuong Dinh Ward.

Therefore, the Hanoi Party Standing Committee concluded that there should be an accountability review and disciplinary action against five Party organizations: the Standing Committee of the Thanh Xuan District Party Committee for the 2015-2020 term, the Party Committee of the Thanh Xuan District Police for the 2020-2025 term, the Party Committee of the Khuong Dinh Ward for the 2015-2020 and 2020-2025 terms, and the Party Cell Executive Committee of the Khuong Dinh Ward for the 2020-2022 term.

An accountability review and disciplinary action should be conducted against 28 party members, including 6 party members who are (former) officials under the management of the Hanoi Party Standing Committee.

Accountability review and responsibility assessment should be conducted for the three party organizations and eight related party members.

Of note, the announcement from the Hanoi Party Standing Committee requested the Hanoi city police investigation authority to strictly investigate, consider, and handle according to the law the responsibilities of six officials and civil servants who showed indifference in performing their duties, resulting in violations in state management of fire prevention and fighting and construction order management, with direct responsibility leading to the fire incident at No. 37, Alley 29/70, Khuong Ha Street.

The Hanoi Party Standing Committee required the Hanoi city police investigation authority to continue reviewing, considering, and investigating related cases, and if any violations of the law are detected, strict actions in accordance with the provisions of the law should be taken.

The Hanoi Party Standing Committee also tasked the Hanoi Party Inspection Committee with advising on the development of a plan to carry out the accountability review, responsibility assessment, and disciplinary action against the Party organizations and party members concerned, based on the inspection report of the Hanoi Party Standing Committee.
