Joining the working delegation were Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; leaders of some central ministries and agencies and the Vietnam Electricity group; leaders of provinces with Prime Minister-designated construction sites.
The 500 kV Line 3 project from Quang Trach to Pho Noi (extended 500 kV Line 3) consists of 4 component projects; with a total length of about 519 km with 1,179 pillar foundation positions; total investment of about VND 22,000 billion. The project passes through 211 communes and wards of 43 districts and towns in 9 provinces including Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen.
Among them, the earliest component project to commence construction on October 25, 2023 is the 500 kV Transmission Line Nam Dinh I – Thanh Hoa thermal power plant project; the remaining 3 component projects, Nam Dinh I – Pho Noi 500 kV Transmission Line; Quynh Luu – Thanh Hoa and Quang Trach – Quynh Luu were simultaneously commenced on January 18, 2024.
Prior to that, the 500 kV Line 3 section from Vung Ang – Quang Trach – Doc Soi – Pleiku 2 was energized in mid-August 2022; after the completion of the North-South 500 kV Line 1 in 1994, and Line 2 was completed in 2005.
The Prime Minister and the working delegation inspected the construction and gave encouragement gifts to the construction forces at 4 positions in 4 provinces including Position 201 in Chau Son commune, Quynh Phu district, Thai Binh; Position 13 in Nghia Hong commune, Nghia Hung district, Nam Dinh province; Position 41 in Thuong Kiem commune, Kim Son district, Ninh Binh province; and Position 100 in Ha Hai commune, Ha Trung district, Thanh Hoa province.
At the inspection sites, the Prime Minister said that the extended 500 kV Line 3 project is a key and urgent project, playing a crucial role in national energy security, especially in the Northern region; as well as political and national security, social order and safety.
The Prime Minister praised the Vietnam Electricity group, relevant ministries, departments, and localities for their efforts in overcoming difficulties, promptly resolving obstacles according to directives, initiating the project, and focusing on construction works.
The Prime Minister requested ministries, departments, and the Vietnam Electricity group to closely coordinate with local authorities and relevant units to mobilize maximum human resources, material resources, including on-site forces, on-site vehicles, on-site materials.
In addition, promote the spirit of responsibility, proactivity, creativity, urgency in construction, ensuring quality, technology, progress, savings, labor safety, environmental hygiene; with the spirit of “discussing only work, not retreating”, working “3 shifts, 4 teams”, “overcoming the sun, overcoming the rain”, “working during holidays, working during Tet”, and “seizing the opportunity to sleep urgently”.
In addition, be proactive and ready to respond to unusual impacts from outside affecting the construction process such as weather, natural disasters, environment…; timely resolve emerging obstacles, determine to complete and put the project into operation in June 2024. During the construction process, units strive to apply modern scientific and technological solutions to accelerate the progress and improve the quality.
The Prime Minister requested localities to expeditiously complete the handover of land for the project; ensure security, order, and safety during construction in the project area; reasonably compensate in accordance with the law for people who have relinquished their land for the project; mobilize local people to participate in related tasks and work sections such as excavating foundation pits, performing logistics roads, public service… and contribute opinions, suggestions, create emulation movements to implement the project.
Regarding the people affected by the project, the Prime Minister expressed his hope that locals continue to support the project, actively participate when mobilized and be supported by the construction forces; ensure safety, security, and order during the project construction process, for the national and ethnic interests, the development of each locality, and for the interests of each citizen.
Sharing information at the construction site, Chairman of the Board of Directors of the Vietnam Electricity Group (EVN) Dang Hoang Anh said that this is an important, urgent energy project, passing through many localities and must be completed in a short time. However, with the resolute direction of the Prime Minister and the participation of ministries, departments, and localities; the support of the people has achieved certain results so far.
The investor will closely follow the directives, concentrate all resources, closely coordinate with relevant parties to simultaneously deploy the work items, ensuring compliance with regulations, and strive to achieve the set progress according to the Prime Minister’s directives.
