The Minister of the Ministry of Internal Affairs, Pham Thi Thanh Tra, on February 5, signed Decision No. 69/2024/QD-BNV of the ministry regarding the issuance of a plan to organize the quality inspection of the civil service entrance in 2024.

Accordingly, the plan aims to inspect the quality of the civil service entrance in order to evaluate and recognize the necessary foundation knowledge for candidates before participating in the recruitment of civil servants to work in state administrative agencies, the Communist Party of Vietnam, the Vietnam Fatherland Front, and political-social organizations.
According to the Ministry of Internal Affairs, the inspection of the quality of the civil service entrance is the basis for competent agencies, organizations, and units to choose and meet the requirements of the tasks, contributing to improving the quality of civil service recruitment in the current period. To organize the inspection, the Ministry of Internal Affairs said that a Inspection Council and support departments for the council should be established.
The inspection of the quality of the civil service entrance is scheduled to be held in July and November 2024. The specific time will be announced by the Inspection Council on the Ministry of Internal Affairs website and the information portal on the quality inspection of the civil service entrance.
The Ministry of Internal Affairs states that candidates who register for the inspection can do so through the Information Portal on the quality inspection of the civil service entrance or follow the instructions for registration and examination issued by the Inspection Council. Candidates who register for the inspection have the right to choose the examination sessions and locations.
Quality inspection of the civil service entrance meets practical requirements
To prepare for the inspection, the Ministry of Internal Affairs said that it is necessary to build a question bank and answers for use in the inspection tests, which is expected to be completed in May 2024. “The question bank and answers ensure scientific, practical, and meet the requirements of consistency and unity in the quality of the content of the inspection of the quality of the civil service entrance” – the Ministry of Internal Affairs said.
The content of the inspection will assess the ability to think, apply knowledge to practice; general knowledge, basics of candidates about the political system, the organizational apparatus of the Party, the Vietnam Fatherland Front, political-social organizations, state administrative management; rights, obligations of civil servants, public ethics; knowledge about society, culture, history.
The organization of the inspection of the quality of the civil service entrance is carried out according to Decree No. 06/2023 issued on February 21 by the Government. Only the agencies that pass the inspection test of the quality of the civil service entrance organized by the Ministry of Internal Affairs will recruit civil servants.
Before Decree No. 06 was issued, the inspection of the quality of the civil service entrance was mainly carried out by departments, sectors, and localities based on the evaluation of files, diplomas, certificates, without pre-examination and screening of candidates before evaluating professional competence.
According to the Ministry of Internal Affairs, the unified inspection of the quality of the civil service entrance is considered to save costs for recruitment work from the state budget. The reduced costs include the fees for receiving files, building a question bank, organizing examination venues, marking exams, and the costs of the examination board. This operation will also overcome the situation when agencies and units have a small number of civil service recruitment, the number of candidates is small, and the examination fee cannot be compensated if self-inspection is organized.
