Evaluating the initial results of the Plan to expedite the issuance of Certificates of Land Use Rights, ownership of houses and other assets attached to land for commercial housing projects in the city (Plan 3981), Mr. Nguyen Toan Thang – Director of the Department of Natural Resources and Environment (DNRE) of HCM City, believes that this is a groundbreaking plan and has actually been put into practice.

According to Mr. Thang, Plan 3981 has directly impacted and brought positive changes to the process of resolving obstacles and difficulties, accelerating the issuance of Certificates of Land Use Rights, ownership of houses and other assets attached to land (pink book) in commercial housing projects in the area.

In coordination with investors and related units, DNRE has identified the main causes leading to delays in issuing pink books to buyers in commercial housing projects in the area.

Before the issuance of Plan 3981, there were still 81,085 houses in 335 commercial housing projects in HCM City that had not been granted pink books. Previously, a total of 110,016 houses in projects had been granted pink books.

Based on the experience gained through advising on land management tasks, especially in resolving pink book issuance files, immediately after the City People’s Council’s supervision session on pink book issuance work on May 11, 2023, DNRE HCM City issued Plan 3981.

In order to resolve the issuance of pink books for 81,085 houses in commercial housing projects according to the plan, DNRE HCM City divided them into 6 main groups of obstacles.

As of September 2023, after 4 months of implementing Plan 3981, a total of 3,812 out of 81,085 houses had been granted pink books, achieving a rate of 4.7%. The total number of houses in commercial housing projects that have been granted pink books has been increased to 191,101.

In addition, after classifying each group of obstacles according to Plan 3981, DNRE HCM City has preliminarily identified solutions for nearly 12,000 houses and 5 projects. Only two groups of obstacles, including projects with new real estate types and projects that are being inspected or investigated, have not been resolved.

Increased budget revenue, over 22,000 houses granted pink books

According to Mr. Nguyen Toan Thang, the classification of projects that face obstacles by DNRE HCM City into specific groups is the basis for determining the competent authorities to resolve them. The purpose is to propose specific recommendations that are feasible and ensure the legitimate rights and interests of the people and businesses.

Among the nearly 80,000 houses that have not been granted pink books, there are up to 30,896 houses whose investors have been late in submitting documents. After implementing Plan 3891, a total of 6,895 houses have submitted documents for pink book issuance, accounting for 22.3%.

In the two groups that have not yet resolved the pink book issuance, there are over 10,000 houses in 29 projects involving new types of real estate and over 8,200 houses in 18 projects that are being inspected or investigated.

Reporting on the results of pink book issuance in HCM City as of December 25, 2023, DNRE HCM City stated that the department set a target of issuing 22,000 pink books for buyers in projects in 2023. As a result, 22,147 houses were granted pink books, achieving 101% of the set target.

With the collection of personal income tax and pre-paid tax related to pink book issuance procedures, it is estimated that HCM City will collect 7.781 trillion VND for the state budget in 2023. Furthermore, it will generate 755.510 trillion VND of economic development capital from the mortgage value, the registered value of land and property fluctuations.

According to the Director of DNRE HCM City, alongside the achieved results, the progress of implementing Plan 3981 for some groups of obstacles has not met expectations due to objective and subjective reasons.
