Two former towns on the way to becoming districts.

According to the Provincial Planning of Bac Ninh from 2021 - 2030 with a vision for 2050, the current Bac Ninh City and Tu Son City will become districts.

In detail, according to the plan, by 2030, Bac Ninh Province will meet the criteria for a first-class urban area and become a centrally-run city. The province will have 12 urban areas: 1 first-class urban area, 1 second-class urban area, 4 third-class urban areas, and 6 fifth-class urban areas. Bac Ninh City and Tu Son City will become districts, and Tien Du District and Yen Phong District will be developed into cities under the province.

Thus, both Bac Ninh City and Tu Son City have been towns, elevated to cities, and will soon become districts.

Bac Ninh City

According to the plan, Bac Ninh City will continue to be a comprehensive and sustainable development center for administration, politics, culture, education, healthcare, and physical education at the provincial level; an industrial, commercial, service, and financial comprehensive and sustainable development urban area.

Previously, on November 6, 1996, the 10th session of the 9th National Assembly approved the separation and establishment of some provinces. Accordingly, Bac Ninh Province was reestablished, and Bac Ninh Town became the provincial capital of Bac Ninh Province.

On January 26, 2006, the Government issued a decree establishing Bac Ninh City under Bac Ninh Province, based on the entire area and population of Bac Ninh Town, with 9 wards: Dap Cau, Thi Cau, Vu Ninh, Suoi Hoa, Tien An, Ninh Xa, Ve An, Kinh Bac, Dai Phuc, and 1 commune: Vo Cuong.

Currently, Bac Ninh City has an area of 82.64 km² with a population of 287,658 people (as of 2023), ranking as the 4th most populous city in the northern region, with a population density of 3,481 people/km².

Bac Ninh City currently consists of 19 wards: Dap Cau, Thi Cau, Vu Ninh, Suoi Hoa, Ninh Xa, Tien An, Ve An, Van An, Kinh Bac, Dai Phuc, Vo Cuong, Van Duong, Hap Linh, Phong Khe, Khuc Xuyen, Khac Niem, Hoa Long, Kim Chan, Nam Son.

Tu Son City

According to the plan, Tu Son City will become the center of culture, education and training, research and urban industrial development, tourism, and entertainment in Bac Ninh Province.

Previously, on September 24, 2008, the Government issued Decree 01/NĐ-CP, establishing Tu Son Town based on the entire area and population of Tu Son District.

On September 22, 2021, the Standing Committee of the National Assembly issued Resolution 387/NQ-UBTVQH15 on the establishment of Tu Son City under Bac Ninh Province based on the entire area and population of Tu Son Town.
